Effort will affirm the purpose and need for any improvements, identify reasonable alternative alignments (included reuse of existing roadway facilities if feasible), evaluate their contribution to the project purpose and need, identify potential impact on the natural and manmade environment, determine consistency with local and regional plans and estimate development costs. Includes a request for 400,000 Transportation Development Credits (TDCs) to satisfy non-federal match requirements. Use of credits will facilitate the timely delivery of this work as this study is not budgeted within existing TxDOT Houston District project development and engineering resources.
