Quality-assured data means data that comply with commission rules for surface water quality monitoring programs, including rules governing the methods under which water samples are collected and analyzed and data from those samples are assessed and maintained. The Multi-Basin (formerly called Regional) Quality Assurance Project Plan (QAPP) has been developed between the H-GAC and the TCEQ to carry out the activities mandated by the legislation. Seven local agencies comprehensively monitor water quality across the San Jacinto River Basin and the various coastal basins in the Houston metropolitan area:

- San Jacinto River Authority
- Environmental Institute of Houston at the University of Houston Clear Lake
- Harris County Pollution Control Services
- Houston-Galveston Area Council (H-GAC)
- Texas Research for Environmental Studies - SHSU
H-GAC’s Multi-Basin Quality Assurance Project Plan (QAPP) describes all local partner data collection activities. The data will be integrated into the statewide water quality database.
