Project Narrative

Currently, The FM 2025 overpass is a two lane paved highway with access roads to US-59 frontage roads. It does not have a sidewalk. The need for the proposed project is demonstrated by the following conditions: • Roadway design deficiencies. • Demand exceeds or approaches capacity for both a.m. & p.m. daily commute periods. • Congestion due to competing uses (i.e. local traffic use and through traffic use). The purpose of the proposed project is to improve mobility and safety, reduce traffic congestion, create a facility consistent with thoroughfare plans, and provide travel options while minimizing adverse environmental effects. Reconstruct FM 2025 overpass to three lane, two each direction with one left turn lane; reconstruct both US 59 northbound and southbound frontage road intersections, and widen FM 2025 to SH 573 and add a continuous center turn lane. No sidewalks are proposed as part of this project. This project does not require any right-of-way. The reconstruction of FM 2025 overpass that will tie back into the existing section heading north (two lanes with a left turn lane) and to SH 573 that will contain two lanes with a continuous center turn lane. Reconstruction of both of the IH 59 northbound and southbound frontage road intersections which consist of enlarging turn radii. A No Build option has also been considered. The improvements outlined in this application represent the preferred alternative. This project will not be staged as the improvements are needed cunccurent with each other as to reduce the issues presented.

Narrative Benefits

Due to the facility's limited capacity and deficient roadway design, residents and businesses located along the roadway, have experienced significant delays in travel. This is most notable at peak traffic conditions. Truck traffic associated with a truck stop and narrow lanes and turning radii, intersection congestion, are main contributors that present hazardous conditions for motorists.

This project is located in a largely commercial/residential area and traverses over IH 69 and through the city of Cleveland. Commercial land use north of the project site along FM 2025 and the frontage roads of IH-69 and south along FM 2025 includes restaurants, churches, small retail centers, single and multi-family housing, and fueling stations. With the IH 69 corridor located within the project site, high growth in both population and employment is expected. Travel demand along the FM 2025 corridor is exceeding its capacity causing severe congestion and bottlenecks along the proposed project especially during peak hour time periods. This project will improve the life cycle from the physical preservation point of view, aid in congestion relief, safety and economic productivity to name a few.

The Trucking industry continues to experience growth as the need for moving more goods in relation to the increase in current economic trends, i.e., Oil and Gas production along the IH 69 corridor. Furthermore, the expansion of the housing market and continued growth of commercial development are of significant value. The city of Cleveland, located within 30 minutes of Lake Livingston, Lake Conroe and Lake Houston presents many recreational activities available.

The Department's Modus Operandi related to the natural and cultural resources is: avoid, minimize, mitigate. This project/preferred alternative is not anticipated to result in: Significant soils affected, substantial interruption of utility services, reduced community cohesion, Isolation of distinct areas or ethnic groups and all individual minority and low-income populations will be equally affected, Displaced businesses, Loss of jobs and a minimal amount of land will be removed from the tax base, Imapcts to historical structures, Impacts to parks, recreation areas, refuges, etc. The No Build scenario will have a negative impact on the community as traffic will increase, causing more congestion, and a general deterioration of mobility. Conversely, this project will improve travel time and improve existing congestion.
