The proposed project would add sidewalks to 10 corridors in the City of Conroe. There are several corridors in the City of Conroe that demand sidewalks for pedestrian access and connectivity to transit. In the project corridors, no sidewalk exists, or there are very small patches of sidewalk that are disconnected. The proposed new sidewalks will increase connectivity within Conroe. Additional pedestrian infrastructure would remove barriers to walking and provide additional access to transit. The new sidewalks would address gaps in the network and provide safer facilities for pedestrians. The proposed sidewalk improvements are all within the ½ mile walkshed of the existing Conroe Connection Transit System routes. Two new routes were implemented in September 2018 to serve additional activity centers within the City, including the Tri-County Healthcare office, Social Security Office, and Lone Star College. The new sidewalks would also provide connectivity to various activity centers, including commercial, residential and social service and municipal facilities. The sidewalks are within ¼ mile or directly connect to the Montgomery County Courthouse, the Social Security Administration Office, and the Conroe Regional Medical Center. There are 4 schools that are within ¼ mile of the corridors: Sacred Heart Catholic School, Hauke Academic Alternative High School, Peet Junior High Elementary School, Armstrong Elementary School, and Reaves Elementary School.
The project proposes to construct 47,557 linear feet (~nine miles) of new concrete sidewalks. The project will also include ADA ramps. Each sidewalk would be 6’ in width and are proposed on both sides of the street, unless otherwise noted below. There are 10 corridors of sidewalks in this proposed project, listed below. S. Loop 336 - Medical Center Blvd. to I-45 (6150 linear feet) W. Semands Ave - I-45 to SH75 (south only) (2900 linear feet) Sgt. Ed Holcomb - FM2854 to just south of SH105 (south only) (5870 linear feet) FM2854 - I-45 to SH75 (3490 linear feet) Westview Blvd. - Wilson Rd. to Loop 336 (5615 linear feet) Grand Lakes Dr. - Loop 336 to River Pointe Dr. (2180 linear feet) Gladstell Rd. - SH75 to 1st St. (5300 linear feet) Silverdale Rd. - 1st St. to S. 7th St. (5375 linear feet) Phillips St. - 1st St. to 6th St. (4090 linear feet) Davis St. = 1st St. to 10th St. (6600 linear feet) For most corridors, existing sidewalk will remain (if any). The existing sidewalk facilities on Phillips St. and Davis St. are in poor condition and would be torn out and replaced.
The project would provide connectivity for pedestrians to activity centers and the transit routes in the City of Conroe. Conroe Connection currently runs four transit routes: the North Route (Walmart) and South Route (Lone Star Family Health), and a Northeast Route and West Route – the latter two routes were implemented in September 2018. Within ¼ mile of the proposed sidewalks, there are 46 transit stops; within ½ mile there are 84 transit stops. The presence of additional sidewalks within the half mile transit buffer helps to increase accessibility to the transit system. While it is not possible to quantify the direct effects the sidewalks will have on transit ridership, the number of people with increased access to the transit system can be quantified. By using the adjacent blocks to the sidewalk improvements within the half mile transit buffer, it can be estimated that 5,871 people will have improved access to transit (2010 Census data). The presence of sidewalks would allow for additional mode choices within a half mile radius of the improvements, reducing automobile trips. Based on the latest trip tables from H-GAC, the new project would result in 492 estimated users in the project open year. The project would serve an environmental justice area and provide mobility options for underserved populations. The block groups adjacent to the project contain higher than regional average populations in the following criteria: limited educational attainment, limited English proficiency, zero auto households, female heads of households, and senior population.

Coordination with TxDOT / FTA has not occurred regarding this specific bundle of sidewalk projects. However, several corridors have been included within categorical exclusion/letter of no prejudice packages previously sent to FTA for review and approval. It is the intent of the City of Conroe to implement this project through their FTA funding program, if awarded by H-GAC. Although environmental clearance for all segments is expected by 09/30/2019, some of the projects have received environmental clearance documentation from the Federal Transit Administration, and several are in the process of receiving a Letter of No Prejudice. The corridor along West Semands Street, between I-45 and SH75 has already been surveyed, thus speeding up the timetable for implementation. The corridor along Gladstell between S. Frazier and S. 7th Street has already been designed, which will also ease implementation. The City of Conroe has a maintenance agreement with TxDOT currently. The agreement would be amended to include any sidewalks on TxDOT facilities. This project has been discussed at several City Council meetings and workshops to include a workshop on May 9, 2018. This workshop included a review of the project and a briefing to Council on coordination with TxDOT as well as plans to submit the project through the H-GAC TIP process. The City Council also approved, during regular session, on June 28, 2018. These meetings are advertised and open to the public for comment. The City presented the proposed project to the Conroe-Woodlands Urbanized Area (UZA) Mobility Committee on June 5, 2018. As one of the items on the agenda, the public was given an opportunity to comment. No comments were given by the public. Subsequently, the Mobility Committee approved a resolution of support for the project, as well as others (attached). The committee includes UZA representatives from the City of Conroe, The Woodlands Township, Montgomery County and a single representative for the “Small Cities”, which are City of Cut and Shoot, City of Oak Ridge North, City of Panorama City, City of Shenandoah, City of Willis and Town of Woodloch. If the project is funded, the City will host a public meeting to review the project cross-section. It is anticipated that all sidewalks can be added without impact to private utilities.
