Project Narrative

FM 3180 from IH-10 south to FM 2354 and is a major collector that consists of two travel lanes with 10' shoulders and a 2013 AADT of 11,261. The primary problems to be addressed include congestion and safety. This three and a half mile section of roadway contains mixed use traffic, local and through, and serves as a main or Rural Major Collector for Barbers Hill ISD south of IH-10. It has numerous residential subdivisions located along the route, a RV park, and several commercial businesses exist in this section. Currently, vehicles making a left turn must do so from the travel lane resulting in delays to trailing vehicles and creating the potential for rear-end collisions and the increase in traffic flows due to the development in the area. By making these improvements, mobility and congestion will be improved as well as safety and will create a facility consistent with thoroughfare plans and will provide the mentioned benefits, while minimizing adverse environmental effects. Additional travel lanes will improve safety through the use of a continuous center-left-turn-lane. The continuous left-turn lane will provide refuge for vehicles making left turns and the additional travel lanes are expected to increase capacity and keep up with the development in the area. The proposed improvement involves the widening of FM 3180 from two lanes to four lanes with a continuous center-left-turn-lane and 10' shoulders from IH-10 to 1000 feet south of FM 565 and from there to south of FM 2354 by adding a continuous center turn lane and 10’ shoulders. A center turn lane has been considered as well as a No Build option which does not address congestion or safety issues. The improvements outlined in this application represent the preferred alternative. This project will not be staged as it is more feasible to construct as a total project.

There has been public meetings concerning FM 2354 and the amount of truck traffic and safety of the passenger vehicles traveling the roadway. These meetings were held on xx/xx/xxxx at the city hall of Beach City.

A similar project for FM 3180 has also been submitted during the 2014 HSIP call.

Narrative Benefits

By adding additional lanes and a continuous center turn lane and widening the shoulders, it will improve traffic safety by reducing possible rear end crashes.

This project is located solely within the west side of Chambers County, a largely mixed use area with primarily residential and some commercial businesses and traverses from IH-10 to south of FM 2354. Residential land use adjacent to the corridor is located along the entire route, with a RV park that is currently being expanded. Kilgore Parkway is also planned to connect to the segment between IH-10 and FM 565. With this addition, the current two lane section will not be able to meet the needs of the area. Residential development consisting of single-family housing is keeping pace with increased employment in the project area and surrounding areas specifically along the route within Beach City and north of the project area, such as Mont Belvieu and Cove. The current conditions of the roadway are in need of repair. This project will improve the life cycle from the physical preservation point of view, aid in congestion relief, safety and economic productivity to name a few.

The Petroleum industry has made substantial investments to existing and new refinery and gas facilities for the Mont Belvieu and Baytown areas. Furthermore, the expansion of public and private barge terminals located along Cedar Bayou and the Houston Ship Channel are of significant value. Recreational fishing and boating activities are highly visible in Beach City, Cove and Baytown with current commercial development associated with Trinity Bay.

The Department's Modus Operandi related to the natural and cultural resources is: avoid, minimize, mitigate. This project/preferred alternative is not anticipated to result in: Significant soils affected, substantial interruption of utility services, reduced community cohesion, Isolation of distinct areas or ethnic groups and all individual minority and low-income populations will be equally affected, Displaced businesses, Loss of jobs and a minimal amount of land will be removed from the tax base, Impacts to historical structures, Impacts to parks, recreation areas, refuges, etc. The No Build scenario will have a negative impact on the community as traffic will increase, causing more congestion, and a general deterioration of mobility. Conversely, this project will improve travel time and improve existing congestion.
