Project Narrative

Westpark Drive is a major thoroughfare designated as a 4-lane boulevard in a 100 feet Right-of-Way in the Major Thoroughfare Plan. The roadway is an incomplete boulevard with the eastbound lanes no-existent approximately half the length of the project limits. The existing pavement, sidewalks, storm sewer and signals are in poor condition. Generally, they do not meet City of Houston standards and therefore require upgrades or replacements. The primary objective of the project is to complete the remaining 2-lane 2-way portion of the designated 4-lane boulevard section and replace the deteriorating pavement. The project will be designed and constructed to improve trffic circulation, drainage and safety in the service area. Westpark Drive from Wilcrest to Dairy Ashford will become a 4-lane boulevard as designated. Traffic signals will be replaced, storm sewer, water and wastewater lines will be upgraded as necessary. A 4000LF long 60-inch wastewater line from Dairy Ashford to Old Westheimer (West Houston Center) will be tunnelled to tie into an existing 108-inch sanitary sewer. An alternative was offered by the City to consider the installation of parallel storm sewer system and leave the existing storm sewer in place where feasible. It was also suggested that the proposed sidewalks be installed in the existing landscape easement along Westpark to avoid impacts to existing trees. Not Applicable

Completion of the remaining 2-lane 2-way portion of Westpark Drive roadway, replacement of traffic signals and the provision of necessary upgrades to storm sewer, waterline and sanitary sewer utilities.

We are adding two additional lanes. - Project will reconstruct the existing 4-lane boulevard section and complete the remaining 2-lane portion of the roadway with curb and gutter, raised 32 feet median, sidewalks, waterline, sanitary sewer and drainage improvements. Project wilii also improve traffic mobility from congested traffic flow with a structured median opening, designated left turn lanes and storage to ensure uninterrupted through traffic capacity. Includes improvements with new signal upgrade and designated turn lanes at the intersections of Wilcrest Drive, Kirkwood Road, West Houston Center Blvd. and Dairy Ashford Road.

Project is needed to relieve projected traffic growth within the City with improved standard roadway design features - includind access management to adjacent businesses and properties. It will also comply with the City of Houston's "Complete Street Policy".

Project enhances the existing E-W connector between HWY 6 and Beltway 8 (Toll Road).
