Project Narrative

West Fuqua Road from Missouri City Limits to Chimney Rock is about approximately 9000 LF in length with a 4-lane divided curb and gutter concrete pavement. West Fuqua road is currently designated in COH Major thoroughfare and Freeway Plan (MTFP) as T-4-100 (thoroughfare with ultimate 4 lanes in 100 feet ROW). The street surface is in marginal condition or is not in state of good repair and is approaching the end of its useful life expectancy. Based on the citywide pavement condition survey (2012), the pavement condition rating ranged from59 to 65 with an average PCR of 62.9. The project will widen or reconstruct XXX to xx lanes curb and gutter, concrete boulevard roadway with … in compliant with the MTFP. Enhancement of general mobility in the area by increasing road capacity and traffic signal upgrades. The project will benefit mobility for METRO bus lines and compliment economic development plans of area TIRZs. Improve traffic flow and circulation within the project corridor with adequate level of services for vehicular and pedestrian traffic. Improve the safety of multi-modal mobility classification to enhance the Citywide Mobility Plan. Reduce the degradation of air quality caused by traffic delays or congestion. Provide grade separated roadway section to improve mobility issue at … Upgrade roadway drainage system to improve area flooding during low and high frequency storm events in compliance with current City design standards. West Fuqua from Missouri City limit to Chimney Rock Road Project will improve the existing four lanes pavement, install modern traffic signalization at intersections, improve major drainage systems and replace sanitary sewer and waterlines as necessary. Three alternatives were developed and studied for this project: 1. Localized repairs for pavement deficiencies by replacing complete concrete panels whenever pavement damage exists. 2. Reconstruct the existing pavement similar to the existing section with new sidewalks. 3. Full upgrade to the roadway section including the median and pedestrian circulation. Wider outside lanes were considered to provide shared use with bicycles. Currently, his project is anticipated to be a stand alone project. The project is scheduled to go to constructon in FY2019

Categorical Exclusion (CE) (c)(11) Projects that would take place entirely within the existing operational ROW No 31/01/2017 No Yes COH has initiated private utility evaluation as part of candidate project assessment referenced in the Pre-engineering Report (by Omega Engineers, Inc dated March, 2013). In addition, pursuant to Section 40-395 of the COH Ordinance for Utility Relocation Program (URO), private utility facility owners are required to timely relocate their utilities in the city ROW, at their own expenses, should conflict with the proposed project improvements. COH is responsible for necessary adjustment, improvement, and relocation of publicly owned utilities in the ROW during the design and construction of a Capital Improvement Project (CIP). Yes Fort Bend County and the City of Missouri will benefit from the improved mobility and safety this project will provide. In addition, Metro may benefit by utilizing additional route along this improved roadway to accommodate the increased and anticipated roadway users.

Public involvement process or meeting will be provided as part of the environmental assessment in full compliance with the National Environmental Protection Act (NEPA). Other public involvement activities can be held during design phase as pre-determined or requested by stakeholders and at the pre-construction conference. COH also will hold annual CIP meeting with Council District (Town Hall Meeting).

A pre-engineering study has been completed for this project by Omega Engineers, Inc, in March, 2013.

Narrative Benefits

This project will provide street and pavement improvements and provide necessary upgrades to storm sewer, water and sanitary sewer systems and utilities.

Project will provide the desired improvements for the poorly deteriorated section of West Fuqua. This project will replace the deterirated four lanes with newly constructed four lane concrete pavement section with curb and gutter, raised medians, sidewalk, water, sanitary sewer and drainage improvements. Will serve and improve traffic mobility from current 11,000 vpd to projected 27,000 vpd (2035).

Project is needed to relieve projected traffic growth to City of Houston's with improved, standard roadway design features including flood-proof roadway and access management such as improved driveways for adjacent businesses and properties. The City Resource Management Division is responsible for managing, monitoring and control of the Department's assets. The Street & Drainage Division Division (SDD) is responsible for the safe operating condition of city streets and bridges, drainage ditches and storm sewers, and vehicle maintenance. The Financial Management Branch is responsible for the Department’s accounting, financing, budgeting, and financial planning. The branch consists of Accounts Payable, Budget Management, Fiscal Services, and Project Accounting.
