Summary and Goals
The Park Row Livable Center Study will help the sponsor, Harris County Precinct 4, identify and prioritize investments in active transportation and mixed-use development infrastructure. The Study’s primary goal is to bridge a six-mile gap between two existing active transportation networks, making the area safer and more accessible for pedestrians, cyclists, and transit users. It builds on previous planning efforts such as the West Harris County Transit Study, Energy Corridor Mobility Plan, and Katy East Community Plan.
Community engagement is at the heart of this initiative. Precinct 4 is committed to involving the public, especially disadvantaged communities, through targeted outreach and interactive town hall meetings. The Study will actively gather input from local leaders and community members, ensuring that feedback shapes specific recommendations such as safer pedestrian crossings, an expanded bike lane network, and improved transit options.
Ultimately, the Study’s recommendations will inform Precinct 4’s five-year Capital Improvement Plan. By establishing a clear roadmap, the Study will help Precinct 4 and neighboring jurisdictions close critical infrastructure gaps, enhance transit connectivity, and promote sustainable, people-friendly development throughout the Park Row area.
