Summary and Goals

The study will focus on a six-block area of Downtown Kemah, adjacent to the Kemah Boardwalk. This area is recognized for its potential to become a walkable mixed-use district. Improvements in the Downtown area will spark infill development and job creation, increase community identity, and create a safe and attractive experience for visitors and residents alike.

Provided recommendations will act as a motivation to transform Kemah’s Downtown area into a vibrant, accessible, and sustainable destination. The overall outcome will bolster transportation and walkability, as well as promote mixed-use developments in this area.

While the Downtown area is the primary focus, the SH146 entry area is also important. Enhancing this gateway will guide traffic to the Downtown core, encouraging visitors to explore and engage with the city. Coordinated development efforts will ensure a uniform look and feel, making the city more connected and cohesive. Additionally, developing walkability and other transportation links between the SH146 entry and the Downtown focused area will improve connectivity, encouraging exploration and economic synergy throughout Kemah.
