Economic Development Administration CARES Act

The Economic Development Administration is providing $268 million in grant funding through the Coronavirus Aid, Relief, and Economic Security (CARES) Act to support job creation and bolster economic recovery. 

Houston-Galveston Council’s webinar on June 18, 2020, with the Economic Development Administration helped participants learn how their communities can access this grant funding for economic development.


Opportunity Zones

Opportunity Zones are a new tax incentive created to spur investment in designated low-income census tracts. Taxpayers can reduce or eliminate capital gains through qualified investments in businesses or real estate within an Opportunity Zone. The economy in the Houston-Galveston region is recovering from Hurricane Harvey, and low-income communities in the region were disproportionately affected by Harvey’s floodwaters. Attracting investments to the region’s Opportunity Zones will speed the long-term economic recovery of these communities.

H-GAC, the U.S. Economic Development Administration, and the International Economic Development hosted an Opportunity Zones Summit on Monady, August 19, 2019, at H-GAC.

  • Learned what Opportunity Zones investors are seeking
  • Learned how to develop a prospectus and market their project to investors
