Brazoria County has experienced tremendous growth in the past two decades and it is anticipated to continue to have extreme growth over the next few decades. It is forecasted that Brazoria County will increase in population by 50% by 2040. Brazoria County must respond to this intense growth by developing our planned thoroughfares throughout the county to meet current and future needs. The Brazoria County Thoroughfare Plan and City of Iowa Colony Major Thoroughfare Plan both show CR 64 also known as Davenport Boulevard as a planned thoroughfare. Currently, Sierra Vista residential development is under construction and will open later this year with approximately 1000 homes. One entrance into Sierra Vista is along CR 64 within this proposed project. Sierra Vista West, containing another 1300 homes, will be constructed and opened within the next two years. One of its entrances will be located along CR 64 west of CR 48 and just west of this proposed project. These two residential developments will greatly increase the volume of traffic on this section of roadway. In addition to increased traffic volumes, this corridor also needs to upgrade existing roadway conditions. The existing two lane roadway has little to no shoulders, no sidewalks, and narrow lane widths which do not meet current safety or design standards. The roadside ditches are undersized for the water to be conveyed and therefore causes additional safety concerns during storm events. Also, the higher volume of traffic will cause roadway deterioration of the existing asphalt roadway which will require costly repairs. Therefore, this project is needed to manage increase traffic volumes, improve safety for drivers and pedestrians, improve drainage, and prevent costly maintenance repairs.

The proposed widening of CR 64 begins at CR 48 and ends west of SH 288 for a distance of approximately 4400 linear feet (0.83 miles). The right-of way width will be increased from the existing 60-foot to the proposed 120-foot right-of-way. This project will remove the existing two lane asphalt pavement roadway and construct a four lane divided concrete pavement boulevard with raised medians, and curb and gutters. A storm sewer system will replace the existing open ditches and will outfall to a proposed detention pond. Sidewalks will be constructed along the roadway to accommodate the pedestrian traffic from the subdivisions. This project includes the construction of a two lane bridge over North Hayes Creek. This proposed bridge will be constructed south of the existing bridge and be used for the eastbound traffic. The proposed alignment allows the existing concrete bridge over North Hayes Creek to remain in place for westbound traffic. The existing bridge was constructed as a part of the federal off-system bridge program in 2015. Therefore, the proposed alignment was designed to preserve this bridge and the cost saving is sufficient. Furthermore, the proposed alignment for this project will coordinate with TxDOT’s future bridge for CR 64 over the SH 288 mainlanes which allows for future expansion of this thoroughfare to the east of SH 288.

The purpose of this project is to alleviate traffic congestion problems resulting from population increases and improve roadway conditions to current design and safety standards. Adding capacity to this corridor by constructing this proposed four lane divided section of roadway will increase mobility and enhance safety. This proposed project provides two large residential developments direct access to SH 288. This project also provides sidewalks for pedestrians to safely travel along this corridor. It is essential for Brazoria County to continue to expand and build thoroughfares to increase mobility and create safe conditions for drivers and pedestrians throughout the county.
