Baker at Garth Intersection Improvements

the intersection of Baker Road with Garth Road

The intersection of Garth Road with Baker Road is one of the most congested intersections in the City of Baytown. The current ADT for the intersection is 49,099 and has been signalized for more than 20 years. The City of Baytown recently installed dedicated right turn lanes on three of the approaches and this has helped ease the congestion but it did not eliminate it. All four of the approaches have left turns exceeding 200 vph and one exceeding 340 vph. This traffic signal at this intersection is a part of the Garth Road adaptive signal timing corridor and creates a bottleneck for the rest of the corridor.

The proposed improvements for this corridor include: -closing the two closest median openings along Baker Road and constructing hooded left turn bays as a replacement, -widening the northbound approach in order to accommodate a second northbound to westbound left turn lane and closing two commercial driveways, -constructing a second left turn lane inside the median on the westbound approach, -constructing a second left turn lane inside the median on the eastbound approach, -widening the southbound approach to accommodate a second southbound to eastbound left turn lane, -constructing a new traffic signal system to accommodate the additional auxiliary lanes and remove the existing traffic signal poles from the medians, -installing crosswalks on all four legs of the intersection.

The primary outcomes of this project are expected to be a decrease in the delay experienced by road users at the intersection, more predictable traffic patterns to and from traffic signals to the north and south along Garth Road and, increased pedestrian mobility.

This intersection does not have a traditional AM peak period or PM peak period. The peak period occurs during the lunch hour from noon to 1 PM. The estimated peak period traffic for 2025 was determined by using the compound interest formula to grow the existing traffic from 2018 seven years at 3%. The estimated peak period traffic for 2025 was determined in the same way for 27 years at 2%.
