SH 146 Railroad Overpass

SH 146 near FM 519 is currently an at-grade roadway with 2 lanes in each direction and paved shoulders. As SH 146 approaches SH 3 and the railroad, the road narrows to 1 lane in each direction. The current SH 146 bridge is a narrow, 2-lane bridge without shoulders that crosses SH 3 and the railroad above grade and at a skew. SH 3 currently is a 4-lane roadway, with shoulders, that crosses the railroad at grade, under the existing SH 146 bridge. The intersection is utilized by large numbers of heavy trucks travelling to and from Texas City industrial facilities and the port. The intersection configuration presents a challenge to drivers with large trucks due to the narrow lanes and the merging/weaving movements. The facility had 24 crashes, 2 serious injuries and 2 fatalities during the period from 2015 to 2017. Improving congestion on this facility could save users in excess of 31,000 hours of travel time per lane-mile. Congestion is adversely affecting the travel time and reliability for freight movement. The truck volume on the facility is roughly 2,263 trucks per day and this represents 6.4% percent of the facility's AADT. 

Contruct railroad overpass and widen from 2 to 4 lanes (Remove bottleneck)

The project proposes to reconfigure the existing intersection. SH 146 and SH 3 would intersect at an above-grade, signalized t-intersection, removing the SH 3 at-grade crossing of the railroad. The SH 146 portion of the elevated structure would consist of 2 lanes in each direction, to match the existing SH 146 conditions north of the bridge, eliminating the bottleneck at the bridge. Access roads beneath the elevated intersection would provide access to adjacent properties. The purpose of this project is to reduce crashes, serious injuries and fatalities; reduce congestion on the facility and improve the reliability of peak-period travel times; reduce congestion and improve travel time reliability for freight movement on this facility.
