5. Describe the primary problems to be addressed by the project (Project Need).

Rapid population growth combined with limited north-south alternative routes between Shadow Creek Parkway (FM2234) and Beltway 8 combine to increase traffic congestion on Shadow Creek Parkway and Kirby Drive overwhelming the intersections at SH288 and FM521 increasing drive times and raising safety concerns. As commercial development continues in this northwest corner of the City and its ETJ traffic counts and trip times are continuing to increase. Future HGAC projections indicate that Kingsley Rd will increase to 13,700 ADT in 2040, exceeding the current capacity of the existing road. Additionally, a new Park and Ride is scheduled to begin service from the Shadow Creek Sports Complex to the Texas Medical Center and Downtown Houston in early 2019. The Park and Ride will route buses along Kingsley Drive towards Beltway 8. Kingsley Drive, located in the Northwest quadrant of the City of Pearland, is a north-south thoroughfare that serves all development west of SH288 in Pearland. The project is included in the 2035 Regional Transportation Plan (RTP), the City of Pearland Comprehensive Plan, and the City of Pearland Capital Improvement Program. Kingsley Drive provides local and regional access to and from major residential and commercial developments along and south of Shadow Creek Parkway. The existing section of Kingsley Drive from the Clear Creek crossing to Beltway 8 consists of 2 lanes and open ditches and forms a bottleneck in this alternative route that stretches from Clear Creek south to Highway 6. Expansion of this segment would provide a consistent 4 lane cross-section for one of the region’s major corridors improving overall mobility and connectivity to Beltway 8 by providing an alternative route to both SH 288 and FM521 from SH6 to Beltway 8.

6. Describe the proposed improvement/activity (Description).

The existing Kingsley Drive, from south of Clear Creek, north to Beltway 8, is a two-lane undivided asphalt roadway with an open ditch section that runs in the north-south direction in the City of Pearland and contains a small 2 lane bridge. South of Clear Creek crossing, Kingsley Drive consists of a four-lane boulevard section that continues 6 miles south of FM 2234 to Highway 6. The City of Pearland Thoroughfare Plan shows this roadway segment (between Clear Creek and Beltway 8) as a thoroughfare to be widened. Kingsley provides local and regional access to Shadow Creek Parkway (FM 2234), Highway 6 and Beltway 8. It also provides access to the Sports Complex at Shadow Creek Ranch and serves as an alternate route for multiple developments south of FM 2234. In recent years, the growth of traffic combined with its limited capacity cross-section (one lane in each direction), has caused delays and safety concerns on the segment of Kingsley Drive, from Clear Creek to Beltway 8. Travel demand on this facility is significant and the need for additional through lanes is apparent. Improvements along this approximately 5,000-foot long corridor have been planned by the City of Pearland to include the widening of Kingsley Drive between Clear Creek and Beltway 8 into a 4-lane divided boulevard with curb and gutter. The project is included in the H-GAC’s 2035 Regional Transportation Plan (RTP) and in the City of Pearland’s Comprehensive Plan and Capital Improvement Program. Pedestrian and bicycle mobility will be improved within the region by providing a 10' shared use path that will connect to the the trail facility along Clear Creak, and amenities along FM2234. It is anticipated that the proposed project will improve traffic operations, safety, and mobility along the corridor from Highway 6 to Beltway 8 and provide alternative route to both SH288 and FM521. Additional benefits from the project include improved drainage and system resiliency by converting all of the road side ditches into storm sewers. The storm sewer will drain into a new detention pond sized to handle the roadway and the adjacent area.

7. Describe the primary outcomes to be achieved by the project (Project Purpose)

Kingsley Drive currently carries heavy traffic along narrow lanes with open ditches. The improvements will provide a safer route for the combined bus transit, industrial and commuter traffic. Kingsley Drive will also serve the public as another route to access evacuation routes during times of evacuation or emergency management. The new design will provide improved access management with raised medians, concrete curbs and will comply with local regulations for access management along the segment of the roadway. Improvements to this roadway will improve mobility by relieving the bottleneck at the Clear Creek bridge crossing and provide adequate capacity for the ever growing daily traffic traveling between Beltway 8 and Shadow Creek Parkway and surrounding development.

The proposed project will include the construction of a 10’ shared use path that will connect to the City’s Clear Creek Trail system and the bicycle and pedestrian facilities on FM 2234. This section provides connectivity for communities to Shadow Creek Sports Complex, major shopping, retail, and business centers with Park and Ride operating out of the Shadow Creek Sports Complex providing transportation to the Texas Medical Center and Downtown Houston. The addition of this section will reduce bicycle/pedestrian islands within the City of Pearland and provide overall better connectivity. The proposed facility is an off-street, grade separated facility that will expand the range and reach for alternative transportation modes and reduce the overall bike and pedestrian level of traffic stress. This design greatly reduces the barriers for the majority of users, and will encourage use by a wider range of citizens.
