W Airport at FM 1092 Intersection Improvements City of Stafford 7/6/2015 10:51:26 AM

Project Narrative

According to the May 2014 Traffic Impact Analysis, the intersection of FM 1092 at W. Airport is operating at a Level of Service E today during the AM peak period and at a Level of Service F during the PM peak period. This intersection will be a Level F for both AM and PM peak periods by 2017 with our without developments along the corridor. In addition, the City of Stafford is currently working with a developer to redevelop the existing 192 acre Texas Instrument site located east of US 59, south of W Airport, west of FM 1092 and north of Bluebonnet Dr. This site will contain an outlet mall, restaurants, retail stores, apartments, hotels, an industrial park, office buildings and a gas station in phases over five years, from 2015 to 2020. This area, which includes the intersection of FM 1092 at W Airport, will experience a 2040% increase of trip generation by ultimate development buildout in 2020, which totals 46,246 daily vehicle trips. This intersection improvement is needed today and we have not reached ultimate development for the site. Refer to Texas Instruments Site and Schedule and Traffic Impact Analysis. Synchronizing the intersection of FM 1092 at W Airport and adding turning lanes is imperative for the future operation and mobility of this corridor. The outdated traffic signal software on W Airport and the lack of turning lanes creates a bottleneck for traffic trying to access FM 1092 by preventing cars to travel through the intersection. When the Texas Instruments property is fully developed and the Traffic Impact Analysis recommendations are installed, traffic signals along W Airport will provide more capacity through this intersection by synchronization. Currently W Airport is used as an alternate route when traffic backs up on US 59 to access US 90A, Beltway 8 and US 59. When US 59 is upgraded to Interstate 69 and the Kendleton Railroad site is expanded, more traffic can be expected along this corridor as an alternate route to US 59, a heavy cargo route. West Airport provides relief. Refer to Design Contract. In order to improve the intersection of FM 1092 at W Airport Rd from a Level Service E or F, depending on the time of day, the minimum must be constructed: 1. Upgrade traffic signal from a split phase to protected left turns, 2. Add dedicated eastbound left turn lane and dedicated eastbound right turn lane, 3. Extend the westbound left turn lane and through lane, 4. Install wheelchair ramps, crosswalks with pavers and audible pedestrian countdowns as TxDOT requires, and 5. Connect existing sidewalks to the intersection. When the FM 1092 at W Airport traffic signal is synchronized with the additional traffic signals along W. Airport, this communication will allow traffic to flow more freely from US 59/ I-69 through this intersection. Refer to FM 1092 AM Report Recommendation,s project 5A and 5B. They have both submitted letters of support for this project and are fully aware of the design and construction schedule. They will also be reviewing the construction plans for this project. Refer to the letters of support. The additional utility companies such as Comcast and Verizon will be contacted during Utility Coordination to relocate their utilities. Yes All agency's infrastructure will be positively affected and improved by this project. The W Airport bridge was installed in 1968; the FM 1092 roadway and traffic signals were constructed in 1980. This intersection is long overdue for a reconstruction, especially due to an inefficient traffic flow at the intersection. The following partners would all benefit from this project and have provided letters of support: City of Stafford, TxDOT, Fort Bend County Drainage District, Fort Bend County Water Control and Improvements District #2, and Fort Bend County Engineering. Not only will the recommended turning movements and signal upgrades positively effect the corridor in terms of access management, they will also upgrade air quality by decreasing delay. This infrastructure upgrades to corridor aesthetically, thus creating a positive impact for economic development.

Since the city is currently working with a developer to redevelop the 192 acre site located adjacent to this project, there has been many public meetings and hearings that have notified the area residents that construction is evident in the future. The following will be taking place to redevelop the Texas Instruments property: zoning amendment to allow all land uses within the site, a master preliminary plat with all parcels that will be developed, and the additional plats for each land use will be approved. All materials are available on the City's website which includes our TV station, the Fort Bend Star, and a news release could be released at a later date. There were also two public meetings held for the FM 1092 Access Management Study years ago. We are also updating our Comprehensive Plan which has had two public meetings so far. As part of the Comprehensive Plan, this intersection is shown in the Master Thoroughfare Plan update.

After the FM 1092 Access Management Study was completed, this project was programmed in the 2013 Fort Bend County Bond in December 2013 to receive reimbursement. In February 2014, the City Council approved the study and the letter of support was presented to H-GAC's Transportation Policy Council. From February 2014 to April 2014, staff held meetings with TxDOT and H-GAC to move this project to the next level. In October 2014, this design for this project was approved in this year's budget to begin design and environmental this fiscal year.
