Project Narrative

The primary problem is congestion on FM 518 east of SH 288 caused by the lack of ingress and egress points to the large commercial development in the South East corner of SH 288 and FM 518. Currently, the only alternative to using FM 518 is via residential streets and minor collectors. Additionally, commercial frontage along the SH288 corridor is stymied due to the absence of access along the corridor. 39 Acres of commercial development along the northbound side of SH288 between CR59 and FM518 requires direct access to the frontage road in order to develop. The project purpose is to provide relief to the single main exit from the South East corner retail center onto FM 518. Construction of this frontage road will provide needed mobility to residents living on both sides of SH288 along the southern boundary of the city and its ETJ. Secondarily this frontage road will make 54 acres of prime commercial frontage available for immediate development. Narrative Benefits

Currently, most of the traffic enters and leaves the retail center on the South East corner of SH 288 and FM 518 utilizing the first intersection on FM518 to the east of SH288 resulting in a highly congested intersection with high crash rates. The additional access on the frontage road will provide significant relief to this intersection by allowing an additional point of ingress/egress for traffic traveling to/from the west, which will result in fewer crashes.

Currently, most of the traffic enters and leaves the retail center on the South East corner of SH 288 and FM 518 utilizing the first intersection on FM518 to the east of SH288 resulting in a highly congested intersection. The additional access on the frontage road will provide significant relief to this intersection by allowing an additional point of ingress/egress for traffic traveling to/from the west, which will allow traffic to progress more efficiently.

There is no existing infrastructure to manage.

Access to 39 acres of commercial development will be provided by the frontage road which will create a sizable amount of jobs and economic growth in the City of Pearland. The estimate increase in value to these properties is approximately $2-5 per suare foot, as determined by the Pearland Economic Development Corporation. This translates to an increas in value of $3.4M - $8.5M.

The improved roadway will alleviate much of the existing congestion which will reduce the emissions of idling cars and trucks. In addition, the project will include a 10' mixed use path for bicycle and pedestrian activities.
