Project Narrative

The north end of Brazoria County has experienced tremendous growth over the last two decades. CR 58 was originally constructed as a roadway used for agricultural purposes. The Savannah Lakes development is a high density residential master planned community that stretches from SH 6 to properties north of CR 58. The development is constructing a four lane divided section through the properties they are developing along the existing CR 58. However, this roadway will narrow to the existing 2 lane roadway for approximately 1/2 mile before it reaches the newly constructed CR 58 between CR 48 and SH 288 and the current section of CR 48 under construction. This is the section of roadway this project seeks to widen. The current roadway has little or no shoulders and narrow lane widths which do not meet current safety or design standards. Steep drop offs to the roadside ditches are unsafe. Further, the roadside ditches are undersized for the water to be conveyed and therefore causes additional safety concerns during storm events. In addition, increased maintenance has been required in this section due to the increase in traffic beyond it's intended purpose and therefore repairs are needed currently. CR 58 is a thoroughfare on the Brazoria County Thoroughfare Plan. The purpose of this project is to lessen congestion as well as improve roadway conditions to current design and safety standards. By constructing this 1/2 mile segment as a four lane divided section, we will be furthering the efforts Brazoria County has undergone in recent years of increasing mobility in this region with such projects as the first phase of CR 58 (from SH 288 to CR 48), CR 48 South (from SH 6 to CR 864), CR 48 North (from CR 864 to Broadway (FM 518) and CR 59 (from SH 288 to Kirby). When all of these projects are combined they form a grid pattern in northern section of Brazoria County west of SH 288 that lies within the Pearland and Manvel areas that has seen tremendous residential growth of suburban master planned communities. This project is essential to address the project needs of increasing mobility and creating a safer driving condition. Further, the project will assist the County in its on-going maintenance of these facilities. The proposed improvements begin approximately 150 ft. west of CR 48 and continue east approximately 2,724.96 ft. (0.516 miles) and connect to the existing CR 58 (Post Rd) at the eastern boundary of the Savannah Development. The project will remove the existing 2 lane asphalt pavement roadway and construct a new 4 lane divided concrete pavement boulevard with raised medians and curb and gutters. A storm water collection system will replace the existing open ditch and will outfall to a proposed detention pond parallel to CR 58 on the north side of the road and eventually outfall to an existing outfall ditch with proposed upgrades. The existing traffic signal and pedestrian facilities at the intersection of CR 58 and CR 48 will be updated to accommodate the new roadway geometry. Sidewalks will be constructed along the roadway to accommodate pedestrian traffic from the adjacent subdivision Lindell Estates to the nearby elementary school on the northeast corner of CR 58 and CR 48 intersection. The proposed route for this segment of CR 58 is predetermined by the existing beginning and ending termini; however alternate alignments have been examined to determine the most beneficial, economic and least impacting. Four different alternatives were evaluated: an alignment shift entirely to the north, virtually no alignment shift coinciding with the alignments existing to both the east and west, an alignment shift entirely to the south, and a No Build Alternative. Shifting the alignment to the north such that no right of way is acquired along the south side of the road eliminates the purchase of 15 parcels. Due to the small size of the individual lots along the north side of the road, any purchase of 30 feet or more produces an “uneconomic remainder” of which is not large enough to support redevelopment and therefore the entire lot must be purchase and any current resident be relocated. There are currently 7 residents that would require relocation while the remainder of the right of way is unencumbered. This alternative will provide the necessary right of way for the proposed roadway improvements and the detention required for the job. This project, due to its short length and lack of major structures does not lend itself to any staged construction.

Environmental Assessment (EA) Please Select Yes A Phase I Environmental Site Assessment in conformance with the scope and limitations of ASTM Practice E1527-2013 if the approximate 0.5 miles CR 58 and the proposed new take, located in Pearland, Brazoria County Texas. This assessment has revealed no evidence of recognized environmental conditions in connection with the property. The review of the Wetland Report indicates the roadside ditches within the project limits may be potentially considered as jurisdictional and therefore would require coordination with the US Army Corp of Engineer’s. A Preliminary Jurisdictional Determination will need to be conducted for the proposed project to ascertain the extent of jurisdictional wetlands. We anticipate minimal if any disruption of wetlands or Waters of the US and therefore and Nationwide Permit with No Notice should apply to the project. A determination should be available within 90-180 days of submittal to the USACE. 30/11/2015 Yes 24 30/11/2017 Yes Brazoria County will coordinate utility adjustments with the TxDOT District and Area offices. Procedures will follow TxDOT the Texas Utility Code guidelines. Public utility owners (companies) legally share public right of ways, so when major changes are made to roadways, they very likely affect utilities. Brazoria County will formally notify all known affected utility owners of proposed work as early as possible and coordinate utility adjustments with the utility owners. Typically, utility owners are responsible for moving their own facilities, including budgeting, locating existing lines, preparing plans, specifications and estimates, and letting contracts. Under some circumstances, Brazoria County may fund utility adjustments. Furthermore, utility adjustment plans may be made part of the project construction plans. When design of proposed roadway improvements is approximately 60% complete, Brazoria County will send project construction plans to all known utility owners so they may begin designing required adjustments. Continuous coordination and involvement of the utility owners throughout project development is essential to maintain the project schedule. No

Brazoria County held a public workshop to review this project with the public and all members of Commissioners' Court on November 12, 2014. At the meeting the project was presented with opportunity for comments and questions from the Court and the public. Commissioner's Court has approved the submission of this project by the attached Court Order. Further attached is the City of Pearland Resolution and back up material to the resolution showing their support for the project.

Narrative Benefits

The existing conditions of CR 58 provide 2 narrow asphalt lanes, little or no shoulders and fairly deep ditches along both sides of the roadway with inadequate drainage. This combination doesn't meet current safety standards and will be improved with the proposed project to a 4 lane divided concrete boulevard section. Safety is further enhanced by inclusion of raised medians and dedicated left turn lanes and median openings located for major traffic generators along the roadway. Currently, no sidewalks are provided within the limits of the project allowing for an unsafe mix of pedestrians and vehicles. Five foot sidewalks will be provided along the roadway and will tie to existing sidewalks at the termini of the project. These sidewalks will also complete a system of sidewalks already provided other projects (CR 48 S & CR 58) that allow pedestrian access to Jeter Elementary located at the corner of CR 48 and CR 58. This creates a continuous dedicated area for pedestrians, removing conflicts with vehicular traffic. Steep roadside ditches are removed with the proposed project and replaced with a storm water conveyance system utilizing curb and gutters. Small adjacent swales may be added beyond the sidewalk to collect minimal amounts of outside storm water current flowing towards the roadway. The existing condition of this segment of the corridor is inconsistent with both the adjacent segment to the east and the adjacent segment to west. The current 2 lane roadway is proposed to be widened to match the surrounding 4 lane roadways, eliminating a severe merging and unmerging or “bottle necking” condition. Eliminating this geometric inconsistency will reduce the additional vehicular movements of merging into single lanes and will reduce the potential for collisions.

The existing condition of this segment of the corridor is inconsistent with both the adjacent segment to the east and the adjacent segment to west. The current 2 lane roadway is proposed to be widened to match the surrounding 4 lane roadways, eliminating a severe merging “bottle neck” condition. This reduces traffic flow and the proposed project would allow free flow conditions exclusive of any traffic signals or stop conditions. The attached photograph illustrates this bottle neck condition. Continued residential development near the project will continue to increase traffic to and from surrounding thoroughfares. Currently conditions provide minimal mobility connections via planned thoroughfares, however completion of the project will increase mobility by providing additional capacity and congestion relieving designated left turn lanes and traffic signals. Additionally, this project will further complete a grid network of planned major and minor thoroughfares in northern Brazoria County that the City of Pearland, Brazoria County, TXDOT and H-GAC have been working towards since 2005.

The existing roadway is currently a two lane asphalt road that was constructed decades ago for the simple purpose to provide access to agricultural traffic through a rural area. In more recent years, this area has seen tremendous growth and the traffic using this roadway is greater in volume and scale for its current design. Therefore, Brazoria County is investing tremendous money in maintaining a road condition necessary to accommodate the daily passenger car and heavy truck traffic. The proposed roadway will be constructed in concrete designed for its current use and future demands; a suburban higher density area that has both residential and commercial use. This proposed section will reduce Brazoria County's on-going maintenance allowing focus on other roadway in similar states.

The area directly adjacent to CR 58 is mostly developed for residential use either via large platted subdivisions or single family lots, however this connecting segment of roadway will allow for continued development and growth of the outlying subdivisions to which it reaches. Therefore, providing a roadway that is designed to handle the traffic in the area would allow the land served by the roadway to develop to its highest and best use. This development will provide economic benefit to the property owners, residents of Brazoria County, City of Pearland and the City of Manvel.
