Project Narrative

Mykawa Road, located in the Northeast quadrant of the City of Pearland, is a major north-south thoroughfare that serves Brookside Village, City of Houston, and the City of Pearland. The project is included in the 2035 Regional Transportation Plan (RTP), the City of Pearland Comprehensive Plan, and the City of Pearland Capital Improvement Program. The corridor provides local and regional access to and from Griggs Road in Houston to FM 518 in Pearland. Currently, Mykawa consists of two lanes running parallel with the Burlington Northern Santa Fe Railway from Beltway 8 to Orange Street. Continuing South from Orange Street, Mykawa expands to four-lanes of concrete curb and gutter to FM 518. The proposed project will construct approximately 3 miles of 4-lane concrete curb and gutter roadway, including storm sewers, outfalls and detention, traffic signals and related items from Beltway 8 to FM 518. The primary problems to be addressed are traffic congestion and safety. This proposed roadway is included in the City's Comprehensive Plan, Thoroughfare Plan and the 2007 Bond Program to alleviate traffic traveling between Beltway 8 to FM 518. It is an alternative route and reliever to SH 35 and Pearland Parkway on the eastside of Pearland. In addition, the corridor is designated as a Truck Route and currently carries a approximately 20% truck traffic to serve one of Pearland's industrial corridors. The improvements will better accommodate the truck traffic and improve safety throughout the corridor. Construct approximately 3 miles of 4-lane concrete curb and gutter raised median boulevard section roadway, including storm sewers, outfalls and detention, traffic signals, and related items. The North limits of the project will tie to the planned south Beltway 8 widening which will enhance access to and from the Beltway. A detailed Drainage Study, Environmental Assessment, and 95% Construction Plans were created for the segment between BW8 and McHard Road from a previous design effort. Location of new right-of-way will be evaluated for segments that require additional right-of-way, Orange Street to BW8 - Stage 1 FM518 to Orange Street - Stage 2 Although there are no current plans to phase this project, it could be done as noted above. This project could phase construction of the northern segment, Orange to the Beltway, and provide a useful improvement to this corridor. The second phase, Orange to FM518, could be constructed at a latter date. However, phasing like this would detract from the overall value of the project until the second phase was completed.

Narrative Benefits

Mykawa currently carries approximately 20% truck traffic along narrow lanes with large open ditches. The improvements will provide a safer route for the combined industrial traffic and commuter traffic. Once reconstructed Mykawa Road will also serve the public as another route to access evacuation routes during times of evacuation or emergency management. The new design will provide improved access management with raised medians, concrete curbs and will comply with local regulations to control driveway tie-ins to the roadway. Non-residential driveways shall be placed no closer than 250’ from adjacent streets and driveways, unless specifically approved by the City.

Improvements to this roadway will improve mobility by relieving the bottleneck at the intersection of Orange and Mykawa and provide adequate capacity for the approximately 30,000 vehicles that are projected to travel the corridor on a daily basis by 2018. In addition, new signals will be incorporated into the City’s Intelligent Traffic System.

The existing asphalt roadway is structurally inadequate to carry the vehicle volume and truck volume currently using the roadway. This results in significant degradation of the riding surface and frequent pothole filling and/or overlays. The cost information in the Generic Benefit Cost spreadsheet is taken from the City of Pearland’s Asset Management System. The most recent Pavement Condition Index (PCI) Assessment for asset management was conducted in 2014. The system rates all pavement segments within Pearland with a PCI and recommends a year for their rehabilitation or replacement. The current PCI along Mykawa Road is in poor to very poor condition and it is recommended that all of the segments of Mykawa are replaced within a five year period. Years 2018 – 2022 show the full cost of the recommended asphalt segment rehabilitation and panel replacement in the concrete segment. Years 2028 – 2032 include the costs to rehab the asphalt sections.

This proposed roadway is included in the City’s long-term thoroughfare plan to alleviate commuter and industrial traffic traveling between Beltway 8 and FM 518. An expanded Mykawa Road will also function as a reliever for industrial traffic on SH35. With the south belt expansion by Harris County Toll Road Authority (HCTRA) providing better access to Mykawa Road it will increase in the amount of regional traffic it carries. With improved access, available industrial zoned property will become more attractive to major employers and improve retention of existing companies. There are companies that are relocating due to the poor condition of the current roadway.

Pedestrians and bicycle traffic will have safer and more accessible routes along the proposed roadway as the project includes a 10' mixed use path. In addition, the improved roadway will alleviate much of the existing congestion which will reduce the emissions of idling cars and trucks.
