5. Describe the primary problems to be addressed by the project (Project Need).

Summary of Problems: • Need for intersection improvements and turn lane storage • Need for safe pedestrian crossings and wider sidewalks • Need for signalized intersection The existing concrete pavement is in fair condition; however there are damaged curbs and failing panels throughout the corridor. The pedestrian facilities, including ramps, sidewalks, and bus shelters, are generally in poor condition. Sidewalks are cracked, broken, and uneven creating a safety issue. The need for safe pedestrian crossings and wider sidewalks for neighboring schools (Briargate Elementary, Southern Preparatory Academy, and Hunter Glen Elementary) and public library (Stimley Blue Ridge library) that feed into the corridor. Street and Traffic needs identification was evaluated based on the physical condition and capacity of the roadway. The pavement is over 40 years old and shows wide cracks, failure at joints, and numerous asphalt patches. Pedestrian mobility and safety are lacking with sidewalks in poor condition and lack of wheelchair ramps at cross streets and ADA compliance.

6. Describe the proposed improvement/activity (Description).

Proposed Improvements include: • New traffic signal at Ridgecreek and stop sign at Ridgerock. • Turning bays at median openings and turn lanes at new signalized intersections • Relocate and improve Metro Bus Stops along the corridor to optimize traffic operations. • Implement access management/driveway spacing to minimize conflicts and improve access to various developments along the corridor. • Reconstruction of roadway with new pavement and lane width standard

-Improve pedestrian safety with wider sidewalks and ADA compliant ramps/crosswalks. -Improve intersection safety and throughput with turn lanes, new signals and median turn lanes. -Improve pavement condition and ride quality Improve water and wastewater utilities. -Improve storm drainage to convey design and extreme event. Project will replace the street that is beyond repair and normal maintenance and also bring to current lane width standard. The project will also upgrade existing underground water, wastewater, and storm utilities.

Fuqua Road is being submitted under the Rehab/Reconstruction category. The project improvement will provide benefit by install pedestrian crosswalks, turn lanes at intersections and turn bays in medians, new traffic signal, and stop sign.

The reconstruction of W. Fuqua will included upgraded storm sewer system that will reduce street ponding during heavy storm events; maintaining mobility for transit, and area residents. Fuqua also is a direct connector to Beltway 8 and Fort Bend Toll Road which is an evacution connector, and major roadway on the freight system network.
