Project Narrative

The existing roadway is a 2-lane rural section with newly constructed subdivisions located along the corridor in Fort Bend County. Current traffic volume for 2014 is 19,800 Average Daily Traffic (ADT) and the projected 2034 ADT is 38,000. With these volumes, the existing 2-lanes do not address the traffic congestion at intersections into the adjacent neighborhoods. Rising traffic volumes will continue to impede the mobility of the existing roadway. Accident rates within the project limits have increased from 20 in year 2012 to 35 in year 2013. Proposed added lanes require typical sections that call for an additional 20 to 60 feet right-of-way and utility adjustments. The proposed project would improve mobility and safety by the addition of: a travel lane in each direction, median, sidewalks for pedestrians, and share use lane for bicyclists. The project will increase corridor capacity, especially at intersections and will enhance regional connectivity. The existing 6.73 mile roadway is a 2-lane rural facility from Interstate 10 to FM 1093. The proposed project widens from 2-lanes to 4-lanes, with a raised median, shared use lane for bicyclists and sidewalks. Near the intersections of Interstate 10 and FM 1093 additional lanes will be provided to accommodate the high turning movements. The facility as proposed will be an urban arterial with a design speed of 45 mph. Adding a left turn lane at intersections will temporarily relieve congestion but not improve the overall corridor mobility. The proposed project will be built within the existing corridor with additional right-of-way for the proposed widening. No-Build Alternative will not meet the future demands of traffic nor alleviate intersection congestion. Staged construct is possible on this project. The northern segments of the project closer to I-10 could be built first.

Narrative Benefits

The proposed roadway will be upgraded to existing design standards with wider lanes and long turning bays decreases the potential for collisions.

Proposed project would relieve congestion along the corridor by adding one additional lane in each direction and add turning bays at intersections.

Proposed project utilizes the existing roadway and widens it using asphalt.

Proposed project provides a vital link between FM 1093 in Fulshear to Interstate 10, a major corridor transversing the State of Texas and passing through the Greater Houston Area near the Port of Houston. This project will decrease travel time to Houston’s central business district.

Reductions in travel time will improve air quality by reducing engine idling and emissions by-products due to traffic delays.
