SH 99, the Grand Parkway, Non-Toll Segment

2.89 miles from north of FM 1464 to south of West Airport Blvd

The Grand Parkway was constructed and opened in 1994 in an interim condition south of FM 1093. As a cost saving measure, TxDOT constructed the mainlane section from north of FM 1464 to south of West Airport Blvd as an undivided 4-lane section with minimum outside shoulders. The pavement width of 64’ was striped as four 12-foot lanes with 8-foot outside shoulders. This segment of SH 99 is a hurricane evacuation route designated for the region by DPS. This segment of SH 99 is designated as an element of the regional Freight Network. This portion of the Grand Parkway is a free (Non-Toll) portion of Segment D that will remain a free roadway. As development occurred and traffic volumes increased the undivided section had a higher than average accident rate with frequent severe head-on accidents. As an interim solution, the outside shoulders were further narrowed, a median created, in which a continuous CTB was placed to protect users from head-on accidents. Continuing growth in Fort Bend County now has approximately 54,000 vehicles per day traversing this interim roadway cross section between FM 1464 and West Airport Blvd.

The proposed project is the construction of the 3-lane northbound section comprising embankment, mainlane pavement, bridges over Owens Road and Oyster Creek and other elements for the Grand Parkway. The existing pavement, currently utilized as the Grand Parkway bi-directional mainlanes will be rehabilitated and striped as 3-lanes southbound from south of West Airport Blvd to north of US 90A. this will increase the number of mainlanes to 3-lanes in each direction, provide full width inside and outside shoulders, increase median width, and retain the continuous barrier for safety.

This project will allow the 54,000 vehicles per day currently using SH 99 to; 1. Achieve a higher level of safety using a mainlane section that meets design criteria for a freeway type facility with full width lanes, shoulders and median with continuous barrier separation. 2. Lessen travel time delays experienced due to; A - lower operating speeds in the existing constrained cross section and B - lower operating speeds due to the high V/C ratio in the project area. 3. Decrease emissions by allowing more uniform operation in the expanded cross section. 4. Improve the emergency evacuation capacity for the public that might use this portion of SH 99.

Universally the roadway expansion project will improve multimodal LOS through improved mobility and reliability for all vehicles that use SH99. SOV, HOV, Transit and freight will have; less delay, reduced emissions and increased safety and improved reliability. specific to transit, there is not a current transit route that uses the facility. points were not claimed for that category. however, Fort Bend Transit vehicles traverse the corridor to get to/from park and ride locations that they service and will indirectly have offer more reliable service to transit users.
