FM1314 Extension & Airport Road Widening

The proposed project will widen a section of Airport Road and extend FM1314. There is limited access to Airport Road, a minor arterial which runs from 6th Street all the way to FM1484, through the Conroe Industrial Park, and provides a connection to the Lone Star Executive Airport. The extension of FM1314 will allow for increased connectivity to Airport Road and prevent unnecessary trips on IH-45 and LP 336 to access the northeast quadrant of Conroe. Widening Airport Road will relieve congestion and improve safety on what is currently a narrow, 2 lane facility. Airport Road is in poor condition and does not have any paved shoulders, sidewalk, curb or gutter. The asphalt is deteriorating, and the entire length of the pavement is experiencing block cracking and alligator cracking. Pavement deterioration will continue due to a lack of subgrade shoulder dispending forces. The proposed project would reconstruct Airport Drive, eliminating the need for rehabilitation or repair. TxDOT is planning to widen FM1314 from SH105 to SH242 (2 to 4 lanes widening). This submitted project will continue that widening to the north loop of 336 and provide a new connection to Airport Road, providing for a continuous facility. Note that the extension of “1314” will become a new road maintained by the City of Conroe and will not be an on-system TxDOT facility.
The proposed improvement is to extend FM1314 from SH105 north to Airport Road. The anticipated connection would be a four lane, undivided arterial, made 515' east of Eastwood Drive. Airport Road would be widened to a four-lane roadway between the new FM1314 extension to LP336. Improvements would include sidewalks, storm sewer, wastewater and water line improvements. The cross-section used for all components of the project will be consistent with the City of Conroe Minor Arterial typical section. Pg. 21 of the attached report depicts this section and the typical section has separately been provided with this application. The intersection at FM1314 at SH105 would go from a three-way signalized intersection to a four-way signalized intersection. The south leg stop bar would be modified to allow for a right turn lane. The intersection at FM1314 would be a three-way signalized intersection. On Airport Road, the intersections at Eastwood Drive, East Dallas Street/Butlersburg, Baybee Drive, and Woodland Drive would remain stop controlled with no change. The intersections on Airport Road at Broad Oaks, Byrdsong Court, East Semands Avenue and Hawthorne Drive would go from being unsignalized to stop controlled. The intersection at Airport Road at Loop 336 would be modified to accommodate the widening of Airport Road. The entire project is approximately 9,400 feet in length.
The proposed improvement would provide additional access to Airport Road and increase connectivity. The FM1314 extension would allow vehicles to bypass N. 10th Street, FM3083, and LP336 and travel directly between FM1314 and SH105. The additional capacity on Airport Road would allow additional access to and from the Conroe Industrial Park, Lonestar Airport, and the Deison Technology Park. The project is in alignment with the goals of the 2045 RTP, through improving safety, achieving and maintaining state of good repair, and moving people and goods more efficiently. The implementation of this project is also consistent with the City of Conroe Master Thoroughfare Plan (attached). The proposed project has several benefits. The project would provide congestion relief through the addition of a new, widened, and direct connection from FM 1314 to the Conroe Industrial Park/Airport. This project component will prevent unnecessary traffic on SH 105 due to this new connection. The project will also improve safety through the modernization of the existing facilities and the addition of new travel lane with the increased capacity. The new facility will also allow for pedestrian accessibility through the introduction of 5 ft. wide (minimum) sidewalks, which provides increased access for non-motorized users and increases safety and connectivity for all modes. In addition, given the current condition of the pavement on Airport Road, the project would provide state of good repair benefits through not requiring continual maintenance over a 20-year period. Without the project, the connectivity in the area would be limited and indirect; the extension of FM1314 would provide an alternate route and the widening of Airport Road would provide increased capacity to Loop 336.The industrial uses along the corridor result in truck traffic along this route, which would accelerate the deterioration of the Airport Road facility.

The project has been scoped and costed at a pre-design level to include a typical section and line-item cost estimate. A desktop environmental review has been completed. If funded, Conroe is prepared to issue an RFQ to procure an engineering firm to design the project and build the improvements. This project has been reviewed with TxDOT (see attached meeting minutes). This project has been discussed at several City Council meetings and workshops to include a workshop on May 9, 2018. This workshop included a review of the project and a briefing to Council on coordination with TxDOT as well as plans to submit the project through the H-GAC TIP process. The City Council also approved, during regular session, on June 28, 2018. These meetings are advertised and open to the public for comment. The City presented the proposed project to the Conroe-Woodlands Urbanized Area (UZA) Mobility Committee on June 5, 2018. As one of the items on the agenda, the public was given an opportunity to comment. No comments were given by the public. Subsequently, the Mobility Committee approved a resolution of support for the project, as well as others (attached). The committee includes UZA representatives from the City of Conroe, The Woodlands Township, Montgomery County and a single representative for the “Small Cities”, which are City of Cut and Shoot, City of Oak Ridge North, City of Panorama City, City of Shenandoah, City of Willis and Town of Woodloch. Utility evaluation has been completed as part of the pre-engineering effort. This evaluation revealed the northeast side of the facility is encumbered by overhead utility lines just adjacent to the right-of-way. However, it is anticipated that the lines will not be affected by the widening of the facility. If any relocations are necessary, these can be addressed by the City’s existing franchise agreements. Subsurface conflicts are minimal. If the project is funded, the City will host a public meeting to review the project cross-section.
