The project is included in the Houston-Galveston Area Council's 2040 Regional Pedestrian and Bicycle Plan as a Conceptual Regional Bikeways Priority 1, the City of Pearland Master Trail Plan, City of Pearland Comprehensive Plan, Houston Parks Board- Clear Creek Trail Plan and the Northern Brazoria County/Pearland Subregional Planning Initiative study. Describe the primary outcome to be achieved by the project (Project Purpose).

No Please describe the process for utility adjustments/relocations (entity responsible, financial responsibility, etc.). The utilities will be relocated per existing City of Pearland utility franchise agreement and the city's Right of Way ordinance, where applicable. The franchise utility owners will be responsible for the relocation and associated costs, where applicable. Pipeline relocations (if necessary) will be through individual agreements with the pipeline companies and will be 20% City funded and 80% TIP funded. Will the project improve or significantly affect infrastructure owned or operated by another agency? Yes Please describe the affect and supply evidence of support from the affected agency. The project will be built along the banks of Clear Creek. Clear Creek is controlled by Brazoria Drainage District #4 on the Brazoria County side and Harris County Flood Control Distric on the Harris County side. Both entities are in support of the bikeway and trail programs along the creek and bayou systems. The project will improve alternative access to El Franco Lee Park, University of Houston/Pearland Campus, Tom Reid Library, City of Pearland City Hall, Independence Park, & Centennial Park. Yes Crosses underneath a major four lane with median thoroughfare (Pearland Parkway) and crosses Clear Creek, provides access to El Franco Park and U of H Clear Lake - Pearland Campus. Closes a portion of the gap along Clear Creek in the Regional Concept Map.
