According to the H-GAC Regional Growth Forecast, Current Release 2017 , the City anticipates growth in the incorporated areas of Waller County of number households with a projected 96% increase and an increase in total job growth with a projected 158% increase by 2045. Due to the strong projected growth, the City must develop the infrastructure to support future residents and employees. The City has developed a list of corridors that need sidewalks to provide connectivity from residences to major employment centers, schools and points of interest within the City limits. Specifically, the City focused on corridors that will connect residential areas to Waller Independent School District facilities to provide safe access to schools. If students walk along these corridors now, they are forced to walk on the street due to the drainage ditches and lack of adequate pedestrian infrastructure. To ensure access, the City wants to provide mobility options that are safe and convenient. As the City of Waller encompasses only 2.1 square miles, improvements to main corridors open new mobility options for the residents, students, and employees throughout the City. In the proposed project area, there are no connective sidewalks, and in some areas, there are drainage ditches along the roadway with little to no right-of-way to walk on. Along Waller-Tomball Road, there are newly developed multifamily and senior adult living facilities that have no pedestrian infrastructure. The proposed new sidewalks would increase connectivity, remove barriers to access and provide safe connectivity to schools. Furthermore, TxDOT is currently in the development phase for a project to widen and reconstruct FM 2920 through the Waller City limits. FM 2920 is currently the major commercial corridor that serves the City. This project will include 5-6 FT wide sidewalks to provide access to the commercial corridor. Without this TIP submittal, residents and visitors to Waller will not have a dedicated pedestrian pathway to and from Downtown Waller, Waller ISD facilities, and a major commercial corridor which services the City.

Through the City’s Infrastructure and Economic Development Plan, the City has identified key corridors that need contiguous sidewalks to provide a framework for a more walkable and livable place. The project proposes the design and construction of 3,616 linear feet of 6-foot, concrete sidewalks, culverts over drainage ditches and curbs when appropriate, Americans with Disabilities Act- accessible ramps, and minimal landscaping, along with a new pre-fabricated pedestrian bridge. The City identified the following corridors to install sidewalks: • Waller-Tomball Road (2,523 linear feet on the south side) from FM 2920 to Fields Store Road • Fields Store Road (545 linear feet on the west side) from Waller-Tomball Road to Main Street, which includes a new pedestrian bridge • Main Street (469 linear feet on the north side) from Fields Store Road to Locust Street This project will connect to two projects which are currently in development: 1. The Waller Downtown Revitalization Project, which was funded through the 2013 H-GAC Call for Projects. This project is providing sidewalks, landscaping, and other pedestrian-friendly features along Main St. and throughout Downtown Waller. These improvements will connect to a new Waller City Hall and public plaza. The Downtown Revitalization project and the Waller City Hall project are in construction phase as of November 1, 2018. 2. The 2018 Transportation Alternative Set Aside (TASA) project which will provide sidewalks along Farr and Waller Streets. This project, funded by TxDOT through their 2017-18 TASA program call, will connect Downtown Waller and residential uses on the west side of the City to Waller ISD facilities. This proposed TIP project will continue to create positive synergy towards enhanced pedestrian activity and livability within the City of Waller.

Through the creation of a more walkable and accessible community, the City endeavors to provide as many transportation options as possible to its citizens. The sidewalks will provide safe and convenient routes for pedestrians that are separated from vehicular traffic by a raised curb and/or functional landscaped area. This project will connect to FM 2920, which has a variety of land uses, to include: a multifamily complex, Arlan’s Market, restaurants, Family Dollar, Tractor Supply Co, as well as a Holiday Inn Express. The west side of the project area connects to Downtown Waller, which hosts City Hall, the Waller Library, and a variety of emerging land uses along Main St. While there are no schools directly on the selected corridors, Wayne C. Schultz Junior High School is located just to the east of the corridors and the proposed Waller-Tomball Road pedestrian improvements will provide access to the residential areas near downtown Waller. This proposed infrastructure project will tie-in with other infrastructure improvements to provide safe routes to schools throughout the City, connecting schools and residential areas. This provides students another safe transportation option to get to and from school. There are significant residential areas along the corridors, including multifamily complexes, that would benefit from safe access to schools, shopping, government buildings and other facilities. The increased transportation options can reduce motorized trips, especially for residents who work inside the city limits. The proposed project will provide the opportunity for residents to choose alternative modes of transportation, such as walking. The development of connective pedestrian infrastructure can stimulate more economic development in the City. Investment in public sector infrastructure and walkability can increase property values of residential and commercial properties. The annual tax generation of the increased property values is a benefit to the community. Finally, the project will improve safety along the roadways being improved. Currently residents and visitors must walk in the street to reach their destination as it relates to the project area. This has the potential to lead to vehicular/pedestrian crashes.

This project is the outgrowth of several plans and efforts: a. The City of Waller Livable Center Study, which focused on Downtown Waller and connectivity to and from the area; b. The design and implementation of the Downtown Waller Revitalization Project funded through the 2013 TIP Call for Projects; c. The award of TASA funding by TxDOT in 2018 for the construction of sidewalks along Waller and Farr Streets; and d. The creation of 2017 Waller Infrastructure and Economic Development plan. This process included two workshops with a steering committee which included representation from TxDOT, Harris County, Waller County, Waller ISD, Colorado Valley Transit, and the local business community. The process also included regular updates at board meetings of the Waller Economic Development Corporation and Waller City Council meetings. These meetings are open to the general public. The project has also undergone a desktop environmental site assessment which reviewed constraints in terms of historical issues, hazmat, wetlands, endangered species, and other environmental constraints. This project does not have any environmental fatal flaws. Note that utility coordination has been completed. No relocation of utilities will be necessary.
