CE King Parkway is a two (2) lane “bottle neck” from southbound Beltway 8 East (BW8E) to the U.S. 90 freeway corridor. The CE King Parkway arterial south of Tidwell Road is a four (4) lane boulevard section. Tidwell is a 4-lane boulevard section from CE King Parkway east to southbound Beltway 8 East. There is a current Harris County project to reconstruct Tidwell Road as a 4-lane boulevard section west to John Ralston Road. The proposed CE King Parkway added capacity construction will complete the arterial grid and add resiliency to emergency travel options. From US 90 Business South to the US 90 Freeway, CE King Parkway is South Lake Houston Parkway. It is a principal arterial on the National Highway System route (FM 526) providing a vital area transportation link parallel to BW8E. Current traffic is in excess of 11,300 ADT generated by truck traffic from heavy commercial development south of Tidwell Road and local traffic from subdivisions and schools. Existing residential development between Garrett Road and Tidwell Road has caused existing local road intersections with CE King Parkway to reach maximum capacity. Over 30 percent of existing platted lots remain to be built out within project limits. Also located on or adjacent to CE King Parkway project limits are the CE King Middle School, HM Carroll Elementary School, Michael R. Null Middle School and the headquarters of the Sheldon I.S.D. Sheldon ISD is constructing a replacement High School and District Stadium on a 200 acre location south of Garrett Road and between CE King Parkway and the Beltway 8 East SB FR. A future elementary school will be constructed and a site plan is included in this application. The school complex will have two major access points onto CE King Parkway. The new high school has a 3500 student capacity with a staff of 300 served by 60 buses. The stadium parking will facilitate 3500 vehicles. Congestion at the CE King Parkway/Garret Road intersection will be reduced.

The project involves the construction of a new northbound roadway as well as a reconstructed roadway for southbound traffic. The existing pavement is reaching the end of its design life (30 years). The existing two-lane bridge will be widened, repaired and upgraded to current traffic and pedestrian rail standards as well as sidewalks to serve southbound traffic. Existing channel erosion and abutment undermining will also be repaired. A new bridge will be constructed for the northbound traffic on the new alignment. Existing traffic signal systems will be reconstructed to serve the boulevard section as well as upgrade to standard mast arm signal poles. Stormwater discharge impact will be mitigated by a detention/conveyance channel structure in the median using Harris County Low Impact Development (LID) design criteria. Recreational amenities such as hike and bike trails will be provided for residents of adjacent subdivisions. Existing right-of-way is 300 feet wide; therefore, no new right-of-way acquisition is anticipated.

Primary project objectives are improved accessibility and mobility of people and goods on the regional thoroughfare and freeway network through increased roadway capacity. Providing the additional northbound lanes addresses the capacity deficiency associated with the area “bottleneck” relative to increasing traffic volumes and higher capacity south of Tidwell Road, thereby making more effective use of all traffic lanes while gaining an inherent safety benefit. The project will provide sufficient left turn storage at major intersections: Garrett Road, East Little York Road and Tidwell Road. Adding the boulevard section will provide significant safety to the access/egress to HM Carroll Elementary School. Also the residential area collector street intersections at Fern Forest and Stonefield Manor Drive will have enhanced safety and efficiency of operations. In addition to facilitating access and mitigation of traffic congestion associated with the new Sheldon High School and District Stadium, the following project objectives will also be achieved: 1. Enhancement of the area freight network of roads 2. Both vehicular and bike/pedestrian Level of Service (LOS) will be increased 3. By completion of full boulevard section for the local arterial network, potential future bus transit expansion is enhanced. 4. Reduction of truck VMT on adjacent parallel arterials (John Ralston Road and Southbound Beltway 9 East). The project, although not technically within the mapped special flood hazard areas, will experience drainage improvements without impacting existing storm water outfall structures and channels adjacent development. A population of approximately 15,000 from adjacent subdivisions uses CE King Parkway as an arterial roadway to access either Sam Houston Tollway East (SHTE), or U.S. 90 for work access and an access route to SHTE for emergency storm evacuation.

Pre-design work has been initiated for the entire length of the project. Staff level coordination is also ongoing between Harris County Precinct 1 and the Harris County Flood Control District. Project is being advanced in keeping with applicable TxDOT Design Criteria. The vast majority of the required right-of-way for the projects exists.

Safety Benefits - This project provides a multi-lane boulevard with widened lanes in place of the existing two-lane, undivided roadway with provided left turn lanes. Safety benefits inherent to the project include greatly reduced potential for head on collisions, as well as improved driver fields of vision and room for crash avoidance. Creating a boulevard section also eliminates a number of conflicting types of vehicle maneuvers. See Roadway Safety Input and Output data spreadsheet. A major parallel arterial will be provided to BW8E thus providing alternate routes during extreme weather emergencies. The conditions created by Hurricane Harvey in September 2017 will, in the future, be mitigated by a newly improved, secure and alternate evacuation route via C.E. King Parkway. The aesthetic and recreational environment of the corridor will be enhanced. Delay Benefits - Projected increase in capacity will match projected traffic volume. Therefore, reduced travel time will be approximately 2 minutes. See Roadway Delay Benefits Input and Output data spreadsheet. Exhibit: Excerpted Traffic Study – Sheldon ISD New High School and District Stadium Emissions Benefits - The Project is in the proximity of the urban wildlife refuge. The project will benefit the refuge through addressing potential noxious impacts (i.e. localized noise and air quality pollution) associated with growing levels of corridor congestion. It also lessens the potential for chemical spills and other non-recurring environmental incidents due to the increased safety inherent with the segregation of movements. The increase in roadway speed because of the project is approximately 13 percent with a corresponding reduction of emissions. See Roadway Emissions Input and Output data spreadsheet.

The project will provide sufficient left turn lane storage at major intersections: Garrett Road, East Little York Road and Tidwell Road. Adding the boulevard section will provide significant safety to the access/egress to HM Carroll Elementary School. Also the residential area collector street intersections at Fern Forest and Stonefield Manor Drive will have enhanced safety and efficiency of operations. The existing Sheldon ISD office building will be connected with the 200-acre multi-school complex under construction (300 employees). An additional traffic lane in each direction will double vehicular capacity and correspondingly increase vehicular Level of Service (LOS), as well as increase in average vehicle speed. The project, although not within the mapped special flood hazards, will experience drainage improvements without impacting existing storm water outfall structures and channels. The proposed roadway will meet current extreme event criteria for trafficability during area flooding, benefitting approximately 20,000 local residents. The existing 300-foot wide right-of-way will be more beneficially used, as well as enabling aesthetic and recreational use by adjacent residential development of the proposed hiking and biking trails. Three (3) miles of 10-foot wide pedestrian trail as well as parallel 6-foot wide bicycle/pedestrian pathway will be provided. This addition represents a major improvement to the existing parallel shared path/trail network. These improvements will provide pedestrian access to existing public schools and the new Sheldon High School. The project will provide a full corridor-length 10’ wide pedestrian trail as well as a continuous 6’ wide sidewalk to interconnect school facilities. Currently, these facilities do not exist on the 3.3 mile corridor. Existing subdivisions will also be interconnected for pedestrian and bike traffic. (Exhibit: H-GAC Bikeway Facilities in Harris County) The proposed improvements to C.E. King Parkway will facilitate expansion of Public Transit to this area. The project will also benefit a significant number of freight and trucking businesses located immediately south of the Project Corridor.
