About the Program
The Houston-Galveston Area Council (H-GAC) Funding Development Program provides direct technical assistance on funding to member governments. This initiative will support communities by offering tailored services to identify funding opportunities and develop strong, competitive proposals focused on regional priorities identified by the H-GAC Board of Directors.
Priority Focus Areas
Support is available for one or more of the following priorities:
- Housing
- Water Resources
- Community Buildings
- Public Health/Mental
- Health
- Supplemental Funding for Existing Grant Programs (solid waste, disaster resilience, criminal justice)
Services We Provide
H-GAC can assist with:
- Identifying relevant grant opportunities
- Grant writing and narrative development
- Budget development
- Draft review and strategic feedback
- Grant trainings or workshops
Please note: H-GAC is not able to provide engineering, legal, or other professional consulting services related to grant opportunities. Jurisdictions are responsible for securing any required professional expertise for their projects.
How to Apply & Eligibility Requirements
Formal Application Process:
H-GAC will issue periodic notifications to member governments to formally apply for technical support.
Eligibility:
- Cities with populations under 55,000
- Counties with populations under 100,000
- Requests must align with grant sources for which the applicant is otherwise eligible
Eligibility criteria reflect the program’s current focus areas and capacity. H-GAC intends to expand program access in future phases as resources allow.
