The Texas Demographic Center projects that the Houston Metropolitan Area will grow between one and two million residents between 2020 and 2030. The City’s surrounding suburbs are expected to accommodate much of this explosive growth, much as they have done in the previous ten years. Some of the largest suburbs - Katy, Pearland, Sugarland and Conroe - have grown 22 percent over the past six years, or about 3 percent annually (U.S. Quick Facts). The area northwest of Houston contains some of the last remaining undeveloped land in the Houston area. Within the last several years, the area around Hwy 290 has exploded with growth as the rural, low density developments has given way to suburban development. According to the Harris County Hwy 290 Area Major Thoroughfare Study, it is expected that nearly 1.1 million people will be living in the area by 2050. This incredible growth will increasingly congest Hwy 290. Developing a roadway network to serve this growth will be challenged by the presence of the Cypress Creek and Katy Prairie Conservancy, a 20,000 acre preserve south of Hwy 290 and west of SH 99. Bridgeland is a residential community that straddles Grand Parkway/SH 99 south of Highway 290 and north of Katy, Texas, and is within this high-growth suburban region. Here, population growth is expected to exceed three percent annually and job growth is projected to exceed two percent annually (Ref: 2017 H-GAC Regional Growth Forecast). New roadway will need to be developed to accommodate this growth, control congestion, and preserve the natural features of this area. The Tuckerton Road West Connector project will extend Tuckerton Road from SH 99 to Katy Hockley Road. At the east terminus at intersection of SH 99 and Tuckerton Road, the Hwy 290 Major Thoroughfare study projects that the area will become a Regional Activity node. At the west terminus, Tuckerton Road will terminate at Katy Hockley Road, which is projected to become the eastern corridor around the Katy Prairie Conservancy. The Tuckerton Road West Connector is an important component to the area’s roadway network to distribute trips south of Hwy 290, decrease regional congestion, and support future economic growth by opening lands for commercial and residential development.

The Tuckerton Road West Connector project would construct a 4-lane divided arterial road, from the terminus of Tuckerton Road at SH99/Grand Parkway, west to Katy Hockley Road. This new 3.1-mile segment will complete an alternative east-west connection from Katy Hockley Road to Huffmeister Road at Hwy 290 and Hwy 6. The cross-section is 160 feet with 12-foot lanes. SH 99 is grade-separated at the intersection of Tuckerton Road. The roadway will incorporate a Low-Impact Design that will mitigate storm-water and drainage issues and is part of the development’s overall commitment to environmental stewardship and a sustainable built environment. (https://m.chron.com/neighborhood/cyfair/news/article/HGAC-lauds-new-Bridgeland-park-as-community-opens-12630872.php) Outside of the project ROW, a 12-foot shared use path on one side of the road will be constructed into a landscape setback reserved to buffer traffic and will be integrated into the comprehensive Bridgeland-community trail network. The pairing of the trail with the roadway expands the area’s multimodal network capacity and provides commuters alternatives to the vehicle.

Tuckerton Road West Connector will increase sub-regional capacity by drawing traffic from nearby congested roadways, such as Hwy 290, and improve regional connectivity, resulting in a regional congestion benefit. The project will complete an alternative to Hwy 290 from Huffmeister Road to Katy Hockley Road. When input into the H-GAC travel demand model, the project reflects a VHT reduction of 7,020 hours in 2025. VHT reductions generate secondary impacts like the reduction in NOx and VOC emissions. Furthermore, constructing shared-use paths will encourage non-motorized trips as people potentially choose walking or biking over driving. The project will enhance bike and walkability and are estimated to reduce VHT. Tuckerton Road West Connector will provide the infrastructure to support future residential, commercial, and industrial development, including over 1,600 multifamily and 4,485 single family units, 740,000 square feet of commercial and 215,000 square feet of office space. Positive regional economic impact will be generated from an estimated 25% in-migration population to area; these new regional households will spend locally and generate sales tax. New commercial retail will generate additional expenditures and a one-time sales tax will be generated from the residential and commercial construction. In total, approximately $200 million (7% discount rate) in economic impact will be generated from construction, business expansion, retail, and household activities. The largest FedEx Distribution and Sortation Center in the U.S. has been constructed about 350 feet southwest of the intersection of Tuckerton Road and SH99. Since 2017, the facility has grown its workforce from 500 to 800 people. Plans to expand the facility from its current 800,000 square foot footprint to 1.2 million square feet can increase the workforce to 1,200 people. However, congestion around the facility has increased rapidly as employment and distribution traffic have grown and plans to expand the facility hinge on addressing employee ingress/egress and congestion issues. Furthermore, workers and freight companies want access that does not rely on SH99, especially for lower wage workers. A toll-free connection between west Houston, south of Hwy 20 and north of IH10, can be achieved with the completion of Tuckerton Road West Connector and a 0.5-mile connection to Peek Road. BMD evaluated the economic impact of the Tuckerton Road West connector on the Fed Ex expansion assuming 10 percent of the increase in direct employment attributed to expanding the non-tolled roadway infrastructure and access to the facility, or 70 out of 700 new positions. It generates a total employment impact of 101 jobs and additional output of $11.9 million.

The project, once constructed and accepted, will be conveyed to Harris County for maintenance after 12 months. Ninety percent PS&E can be completed by 1Q 2021 in order to meet the year of implementation. This is contingent upon the project being placed in the TIP, STIP, and an AFA being executed in a reasonable time frame. A cross-section and a conceptual schematic has been developed with standards that are consistent with TxDOT design requirements. A preliminary environmental review has been completed and it is anticipated that an EA will yield a finding of no significant impacts. A Phase I Environmental Assessment for the whole of the Bridgeland development was completed in June 2012 and noted no hazardous materials issues. No ROW is necessary for this project. Utility relocation is not a necessary component of this project. Tuckerton Road meets the characteristics of an urban minor arterial. The road is classified as a Thoroughfare by City of Houston. It augments the principal arterial (Hwy 290), acting as a relief valve for congestion. It connects from Katy Hockley Road east to Huffmeister Road, which provides access to SH6 and Hwy 290. Tuckerton Road will intersect with SH 99. Bridgeland Management District staff are coordinating with TxDOT staff to receive a Driveway Access Permit. Bridgeland Managament District has conducted interagency coordination with Harris County Precinct #3 and is submitting a Letter of Support documenting the County’s support. The sponsor has been in active consultation with TxDOT for the coordination of the intersection of Tuckerton Road and SH99/Grand Parkway. Project sponsors also met with staff from Houston District, Project Development Office, on March 27, 2018 to discuss projects. Documentation of the coordination is attached.
