North Main Street to SH 146

The City of Baytown has only one east/west corridor that takes traffic to SH 146 from the west side of the City. There is a need to connect the residents in Chambers County and Harris County in order to provide congestion relief along SH 146. The lack of east/west connectivity was also immediately evident during the last two hurricanes where our residents had difficulty evacuating.

The proposed improvement is a four-lane boulevard that will extend the existing Hunt Road at North Main Street east to the intersection of Kilgore Parkway at SH 146. The improvement will also include two elevated railroad crossings and a bridge over Cedar Bayou.

The primary outcomes of this project will be: -increased east/west connectivity -additional, local, evacuation routes -congestion relief for the existing north/south corridors

The proposed roadway does not appear in the existing TDM. The values used in the templates were taken from existing facilities in the TDM. The estimated future values were estimated using the base year value and growing the traffic volumes using the compound interest equation. It was assumed that the traffic growth rate between 2018 and 2025 was 3%. The assumed growth rate between 2018 and 2045 was reduced to 2%.

This new roadway project will connect the east and west sides of Baytown over Cedar Bayou. This will be the first east/west corridor that will cross the bayou and will, therefore become a more desirable route for traffic that must either travel north to IH-10 or south to SH 146 in order to cross Cedar Bayou. The future traffic on the proposed roadway will be siphoned off from the existing north/south corridors which will relieve their congestion and increase the LOS for those roadways. This proposed roadway will also directly increase the LOS for the road users who choose to use the facility because their trips will take less time and distance to complete. The proposed facility will also increase the bike/ped LOS by providing an additional corridor for their travel and exercise.
