5. Describe the primary problems to be addressed by the project (Project Need).

This intersection experiences high levels of congestion and flooding issues. The facility had 193 crashes and 3 serious injuries during the period from 2015 to 2017. Congestion on the facility results in roughly 1,986 vehicle hours of delay per day. The project is on the National Highway Freight Network. The truck volume on the facility is roughly 14,026 trucks per day and this represents 8.9% percent of the facility's AADT.
