5. Describe the primary problems to be addressed by the project (Project Need).

Existing Broadway/Lake Olympia have an at-grade intersection with FM 521 and crossing of the UPRR. The connection of Lake Olympia Parkway westward to the Fort Bend Parkway and beyond will significantly increase traffic volumes which will add to delays, emissions and safety risks crossing the UPRR and at the intersection with FM 521.

6. Describe the proposed improvement/activity (Description).

The proposed project is construction of a 4-lane overpass, approach roadways and loop ramps connecting to FM 521 which will provide a grade separated crossing of FM 521 and the UPRR.

7. Describe the primary outcomes to be achieved by the project (Project Purpose)

The grade separation will improve safety for all vehicles using the overpass, reduce emissions and delays. Additional benefits will accrue to users of FM 521 as the reduction in traffic on Broadway/Lake Olympia intersecting with FM 521 will reduce delays and emissions along FM 521 will improving safety.

This project improves traffic flow through an overpass and at an at-grade intersection and eliminates a railroad at-grade crossing. This project incorporates sidewalks and a wide outside lane to accommodate bicyclists.
