5. Describe the primary problems to be addressed by the project (Project Need).

Aldine Westfield is a 7.6 mile 2-lane open ditch roadway that connects residents to Bush Intercontinental Airport (IAH) and the Greenspoint office area. The pavement along the corridor is in poor condition and has insufficient capacity for projected ADT. Current traffic flow at peak periods is severely congested, especially at intersections due to the lack of turn lanes. LOS for current volunes at intersections are D to F, with projections showing LOS of F. Safety challenges include limited sidewalks along the corridor and no ADA compliant cross ramps. The intersections on this corridor do not have dedicated turn lanes and the signals are on span wire. Aldine Westfield north of Beltway 8 is designated as a freight corridor.

6. Describe the proposed improvement/activity (Description).

The proposed project would improve the roadway to a 4-lane corridor with improved intersections and turning lanes, upgraded signals, and pedestrian facilities. The roadway will also act as resilient project providing the north-south connection between I-45 and US59 during various emergency events. Improvement to the roadway will allow for pedestrian improvements to access nearby Keith Wiess Park, Squatty Lyons Park, Aldine Middle School, YES Prep, and TS Grantham Middle School. Drainage for the corridor will also be improved with a storm sewer system and off-site detention in partnership with Harris County Flood Control District. See attached map and document (pg 7 of pdf)

7. Describe the primary outcomes to be achieved by the project (Project Purpose)

Improved LOS and Intersection Operation with the additional lane capacity, medians, and turn lanes. Improved pedestrian safety and accessibility with new 6ft sidewalks and ADA compliant ramps/crosswalks. The roadway will be reconstructed, providing a new concrete roadway and extending its service life. Currently a transit corridor does not exist, but with the improvement of the roadway and pedestrian realm, access to community centers, parks, and schools may drive the needs for new transit connections. The adjacent land uses along the corridor are still primarily low-density but location is likely to foster economic development and increased density. Improvements to the underground utilities and storm drainage to convey design and extreme events will also enhance the roadway.

The City conducted a pre-engineering study for this corridor. Attached report of the results/analysis. Also attached is HCFCD Bond list for drainage improvement on the Halls Bayou channel; specifically on P-118-00-00 (see pg 6-7)

Aldine Westfield is being submitted under the added capacity/complete street category. The proposed project was study under a pre-engineering effort that looked at the corridor from Little York to Beltway 8. Using current traffic counts and projected traffic model data, a 4-lane boulevard section was recommended. The proposed project includes raised medians, safety lighting, intersection lighting, pedestrian crosswalks, upgraded signals and intersection turn-lanes. Recent Harris County Flood Control District bond election approved channel work and detention improvements along the Halls Bayou (P-118-00-00) system. This drainage system and the proposed plan for Aldine Westfield are being coordinated to address regional drainage in the area.

Currently Aldine Westfield is a two-lane open ditch roadway with no sidewalks, no ADA ramps, or safe crosswalks. The proposed improvement will provide for continuous sidewalks on both sides of the street, with intersection improvements that include ADA crosswalks and ramps. Though Aldine Westfield is not designated on the freight network, it is designated from Beltway 8 north. The proposed improvement will improved and provide that connection between Hardy Toll Road and US 59. It will also provide connections to existing local freight corridors, Aldine Bender and Ley Road, that intersect Aldine Westfield.
