Local Project Sponsor Workshop

A Workshop was held in February 2024 to educate transportation agencies on the next steps in the planning and project development process for the recently programmed (in the Transportation Improvement Program) carry over spend down projects. Texas Department of Transportation (TxDOT) Houston District provided a detailed guide of TxDOT’s Advanced Funding Agreement (AFA) process. Federal Transit Administration (FTA) presented information regarding how projects can qualify for “Flex Funding” (initially Federal Highway Administration Funding to later become FTA funded projects) as well as a step-by-step guide to become a new recipient of FTA funds. Houston-Galveston Area Council (H-GAC) provided details regarding H-GAC’s Regional Strategic Transportation Fund (RSTF) program.

Past Workshops

A Local Project Sponsor Workshop was held in 2019 to educate transportation agencies and other local project sponsors on the project development process. Experts from the Texas Department of Transportation provided a detailed overview of the federal project development process and spoke in detail on the project development phases, which include preliminary engineering, environmental, right-of-way acquisition, utilities, and construction.
