Improvements were identified in the 2006 Galveston Pedestrian and Bicyclist Special Districts Study conducted by H-GAC and the City of Galveston.
Delay four projects from FY 2014 to FY 2015 due to delays in completing Authorized Funding Agreement (AFA) between the sponsors and TxDOT.
Add three locally funded projects into the TIP facilitate federal review and approvals. Sponsors seeking to maintain eligibility for potential future reimbursement through federal environmental clearance and FTA 'Letter of No Prejudice' (LONP).

The full-year apportionmentfor the Houston UZA is $70,926,535 as published in the Federal Register, March 10, 2014 Vol. 79 No. 46. Thisamendment reflects a revised program of projects jointly developed by the transit providers within the Houston UZA.
Remove seven Transportation Enhancement (TE) projects from the TIP. Five (5) Projects from the 2009 TxDOT Transportation Enhancements Program Call have been terminated by TxDOT due to missed implementation deadline (July 29, 2014). Two projects from the 2012 TE Program Call have been terminated by TxDOT due to missed agreement execution deadline (July 31, 2014).
Replace federal Surface Transportation Program- Metropolitan Mobility (STP-MM) funds with State Transportation Mobility Fund (TMF) bond funds due to a restriction on STP-MM funds which prevents their use on facilities which are functionally classified as local roads.
Split the existing Harris County RCTSS Precinct 2 project into two construction phases. Initial corridors to be implemented in FY 2014, West Lake Houston Pkwy and Will Clayton Pkwy improvements to follow in FY 2016.
Combine two FY 2014 Houston-Galveston Area Council (H-GAC) freight studies into one to facilitate the development of an Advanced Funding Agreement (AFA) between H-GAC and the Texas Department of Transportation (TXDOT).

Program Texas Mobility Fund (TMF) bond funds for implementation of candidate projects approved by the Policy Council in June 2012 through the TxDOT supplemental funding “$2 Billion” process. These projects have subsequently received public review of preferred alternatives satisfying the condition for award placed by the TPC in their earlier action.
Program available federal and state bond funds to support FY 2014 projects. Reflects additional federal funds made available by TxDOT through the Category 7 Surface Transportation Program-Metropolitan Mobility (STP-MM) program and funding balances due to project delays. Proposed funding commitments would not result in the cancellation or delay of other programmed projects otherwise ready for implementation.
Cancel or delay beyond FY 2016 eight projects as identified in the 2014 Q2 Status Report. Two projects have been withdrawn by project sponsors, five projects or phases thereof have been performed using local funding resources and federal/state bond support is not needed, and one project is being delayed to FY 2017.
Perform administrative modifications to funded TIP projects. Correct clerical errors in facility name and/or limit descriptions for two projects and delay of two projects (Buffalo Speedway in the City of Houston and Fite Rd in the City of Pearland) which will require more significant environmental documentation than originally anticipated.
Program the 2014 FTA Section 5307 Program of Projects for the Conroe--The Woodlands urbanized area. The City of Conroe and The Woodlands Township, as dual designated recipients for the Section 5307 program, have cooperatively developed this combined program of projects with the transit providers and interested parties within the UZA.
Reconciles the 2013-2016 TIP with the full-year FY 2013 FTA Section 5307 apportionments. The full-year apportionments for the Conroe--The Woodlands UZA are $3,335,711 (Sec. 5307) and $382,623 (Sec. 5339) as published in the Federal Register, May 13, 2013 Vol. 78 No. 92. The Designated Recipients (City of Conroe and The Woodlands Township) have cooperatively developed this program of projects with the transit providers and interested parties within the UZA.
Amendment also reflects the transition of the Sec. 5307 program from Brazos Transit District to the dual-designated City of Conroe and The Woodlands Township.
Increase federal STP-MM funding and local participation on the southern Brazoria County CR 48 widening project. Additional $2.6m of federal funds would restore the project to the amount originally programmed in the 2008-2011 TIP. Funding was reduced in subsequent 2011-2014 TIP to interim cost estimate. Action also reflects an additional $650k of matching funds and $400k local contribution in excess of match from Brazoria County.

Program FY 2013 FTA 5307 Planning funds for the City of Conroe and The Woodlands Township. The City of Conroe and the Woodlands Township are dual designated recipients for the newly designated Conroe-Woodlands urbanized area under the Federal Transit Administration (FTA) Section 5307 program.
Increase STP-MM funding to offset additional project costs. City of Houston and City of Stafford projects selected for STP-MM funding during prior TIP Calls for Projects have experienced increased costs from additional scope items (drainage and utility relocations) determined to be necessary during project development.
Breakout ROW right-of-way funding for US 290 projects into separate CSJs as necessary. Upon FHWA authorization, funds may only be used for activities consistent with current environmental approvals of the proposed US 290 improvements.
Reduce project limits of CMAQ-funded FM 270 bikeway project. Shared-use paths from NASA Rd 1 to Henderson Ave and from S of Hot Water Canal to S of FM 518 removed from project scope and federal funding focused to construct independent ped/bike bridges within FM 270 right-of-way to cross Clear Creek and Hot Water Canal.
Program available federal Job Access Reverse Commute (JARC) and New Freedom funds based on the recommendations of the Project Evaluation Team (PET). Funding awards are recommended for requests from Fort Bend County Transit, METRO, EPIC Ride With Heart, ARC of Fort Bend Co. and the Greater East End Management District Funds would also be programmed to support ongoing program administration.
Modify construction of US 290 corridor projects and advancing IH 610/US 290 interchange project (CSJ 0271-14-213) from FY 2014 to FY 2013. Programs available federal funds (CMAQ and Category 12) in lieu of equivalent amount of state bond funds (Texas Mobility Fund, TMF), creating a $153.7 million balance of TMF funds for future project selection by the Transportation Policy Council. Utilize local funds to address refinement of construction cost estimates, existing ROW funding allocations are unchanged.
Delay various projects from FY 2013 to FY 2014. City of Houston working with property owner to explore alternative alignment for portion of the Buffalo Bayou Heritage Corridor transportation enhancement (TE) project. Improvements to IH 10 related to construction of Cane Island Parkway anticipate to let to construction in December 2013.
Modify the limits of the Pearland Parkway project. All phases are authorized for reimbursement, ROW mapping identified need to modify description of project limits (ROW CSJ 0912-31-285).
Carry over FTA discretionary awards D2011-BLIV-046 and D2011-BLIV-047 from the 2011-2014 TIP to the 2013-2016 TIP as requested by the sponsors. Awards will be used by the Cities of Conroe and Galveston to improve pedestrian and bicycle access to transit along SH 75/Frazier/Wilson Roads and Seawall Boulevard, respectively. Also, program reinstated SAFETEA-LU earmark funds (E2009-BUSP-847) for the Galveston Downtown Intermodal Center and Parking Facility project.
