Overview
The Transportation Improvement Program (TIP) is a comprehensive listing of transportation projects approved for funding and implementation within a four-year period. Projects selected for the TIP are priorities for the region in all transportation areas including transit, roadway and highways, bicycle and pedestrian, preventative maintanence, rehabilitation, and transportation operations.
The Houston-Galveston Area Council, as the Metropolitan Planning Organization (MPO) for the eight-county Transportation Management Area, develops the TIP in a collaborative effort with local governments, transit and transportation agencies, and the Texas Department of Transportation.
In all public notices and public materials regarding the Transportation Improvement Program (TIP), the Houston-Galveston Area Council will list the region’s transit providers. The Houston-Galveston Area Council will provide an opportunity for the public to comment on each provider’s program of projects in the TIP. Comments on transit projects received during the TIP public comment period will be provided to the appropriate transit provider and will be included as part of the record of public comment for each provider. This is an essential element of the public participation plan for the region’s transit providers.
Transportation improvements contained in the TIP are required to comply with air quality regulations for vehicle emissions. In addition to projects receiving federal dollars, locally funded projects considered to be regionally significant must also be included in the conformity analysis requirements of the Clean Air Act.
Who Approves the TIP?
H-GAC is responsible for ensuring the successful regional coordination of planning efforts. The Transportation Policy Council (TPC) oversees and provides guidance in this coordination effort. The current 2008-2011 TIP was approved by the TPC on August 24, 2007.
