Overview
The Transportation Improvement Program (TIP) is a fiscally constrained financial plan of transportation projects approved to receive federal funding over the next four-years. Projects selected for the TIP are priorities for the region in all surface transportation areas including transit, roadway and highways, bicycle and pedestrian, preventative maintenance, rehabilitation and transportation operations.
The Houston-Galveston Area Council, the Metropolitan Planning Organization (MPO) for the eight-county Transportation Management Area, develops the TIP in a collaborative effort with local governments, transit and transportation agencies and the Texas Department of Transportation (TxDOT).
The Statewide Transportation Improvement Program (STIP) is a staged, multi-year, statewide, intermodal program of transportation projects, consistent with the statewide transportation plan and planning processes as well as metropolitan plans, transportation improvement programs (TIPs) and processes. The STIP is a compilation of TIPs and evolves into one comprehensive list of all highway and transit projects statewide. The TIP/STIP update and amendment processes are organized in such a manner because Federal funds are allocated to the State of Texas on a statewide basis rather than to individual communities, counties or regions.
2013-2016 TIP Update
The 2013-2016 TIP Update process was initiated by the H-GAC in November of 2010. The TIP is updated at least once every two years and requires member agencies and TxDOT to assess transportation and public transit needs and select new projects for the third and fourth years of the TIP. The overall TIP Update process includes an assessment of funding available, an assessment and refinement of project evaluation criteria, a call for projects, an evaluation and ranking of projects, an air quality conformity analysis, the selection and approval of projects, and the implementation of a comprehensive public involvement process. Who Approves the TIP?
H-GAC is responsible for ensuring the successful regional coordination of planning efforts. The Transportation Policy Council (TPC) oversees and provides guidance in this coordination effort. The current 2011-2014 TIP was approved by the TPC on June 25, 2010.
In all public notices and public materials regarding the TIP, H-GAC will list the region's transit providers. H-GAC will provide an opportunity for the public to comment on each provider's program of projects in the TIP. Comments on transit projects received during the TIP public comment period will be provided to the appropriate transit provider and will be included as part of the record of public comments for each provider. This is an essential element of the public participation plan for the region's transit providers.
