Call for Projects

H-GAC is seeking proposals for transportation projects in the Houston region. Federal funds are available in two funding categories, Surface Transportation Program Metro Mobility (STP-MM) and Congestion Mitigation/Air Quality Improvement Program (CMAQ).  Eligible project sponsors include the state, counties, municipalities, public transit providers, special districts and other political subdivisions of the state of Texas.

Step 1.

Use the following checklist to determine project eligibility. If the answer to any of the following seven (7) questions is "No" the project is not eligible for funding consideration.  If all questions are answered with a "Yes" then the project is potentially eligible.

1.  If the project will be let to contract by your agency, can your agency comply with State and Federal contract and letting management requirements (i.e., competitive bidding procedures, Disadvantaged Business Enterprise (DBE) plan, Historically Underutilized Business (HUB) plan, etc.)?  Yes or No.

2.  If the project will be let to contract by your agency, does your agency have an engineer on staff (city or county employee) who will be responsible for project development? Yes or No.

3.  If the proposed project adds capacity to an existing roadway, would construct a new roadway, or adds capacity to a transit system, is it listed in H-GAC’s baseline scenario? Yes or No.

4. If the proposed project is a roadway improvement, is the roadway functionally classified as major collector or higher? Yes or No.

5.  Does the design meet minimum TxDOT and/or AASHTO standards? Yes or No. 

6.  Can the project meet the readiness criteria by the established deadlines? Yes or No.

7.  Is the minimum project cost greater than $150,000? Yes or No.

Step 2.

If the answer to ALL of the above questions is "Yes," the project may be eligible for funding consideration.  If you would like to proceed, please complete the following for each project:

1.  Brief project narrative (no more than one page) that describes purpose of project and benefits of project implementation.

2.  Project spreadsheet

3.  Documentation of local match - Can be one of the following:

  • Inclusion in CIP
  • Inclusion in bond program
  • Resolution from appropriate board or letter from highest ranking official
  • Letter of concurrence from appropriate agency is required if:
         o  The sponsoring agency does not own the rights-of-way for the proposed
             project
         o  The proposed project is related to a transit service or facility in a public
             transit provider’s service area

Step 3.

All projects will be evaluated based upon the criteria shown below. Sponsors should include any information regarding the project that may be relevant to the criteria. Travel demand data including average daily traffic, forecasts, truck traffic, etc. will be provided by H-GAC.
