Description

Perform various project revisions to the 2011-2014 TIP including project additions, cancellations and scope revisions reflected in the 2012 Amendment to the 2035 RTP Update and its related air quality conformity finding.

Perform various administrative revisions to reconcile TIP projects with local sponsor Capital Improvement Programs and reconcile Total Project Cost estimates from RTP and TIP.

Program New Freedom projects from the November 2011 Coordinated Call for Projects that were recommended by the Project Evaluation Team for the 2011-2014 TIP.

Modify limits of the Houston Heritage Corridor Trail transportation enhancements (TE) project to reflect final scope.

Program Federal/State rehabilitation funds on SH 36 Pass Through Finance (PTF) projects in Brazoria and West Columbia.

Advance construction of IH 610/US 290 interchange project "J-1 ", including outbound direct connectors between IH 10 and US 290, into the TIP using Commission awarded

Program FFY 2011 discretionary Bus Livability (5309} and Alternatives Analysis (5339} FTA awards to the Greater East End Management District, City of Galveston (Island Transit) and Brazos Transit District (BTD). The awards will support a new alternatives analysis of trolley/circulator service in the East End, the Galveston-Houston Mobility Corridor Alternatives Analysis Completion Grant, implementation of the City of Galveston Seawall Blvd and City of Conroe SH 75/Frazier/Vilson transit/pedestrian access projects and the Woodlands Transit Terminal project.

Update the project description of the City of Houston signal infrastructure project to reflect final project scope in response to FHWA comment on project scope and CMAQ eligibility.

Modify the scope of work for the IH 45 South preliminary engineering project.

Modify METRO’s FY2012 program of projects to reflect award of discretionary funds under FTA’s State of Good Repair (SGR) program. Combine two major facilities upgrade/rehab projects and break-out Asset Management System project from System-Wide ITS project.

Make sponsor requested changes to the existing 2011-2014 TIP CMAQ and STP-MM programs.

Program CMAQ, STP-MM, Category 12 and Propostion-12 funded projects from the 2010 Call-for-Projects and Proposition-12 Bond Program as recommended by the TIP Subcommittee and the Technical Advisory Committee into fiscal years 2012, 2013, and 2014 of the TIP. These projects program $438M of Federal and Proposition-12 bond funds along with $57M of local and state funds (match + contributions).

Additional $2M of Category-2 funding added to project to construct "Super-2" passing lanes and intersection improvements. Additional funds from Cat-2 program balance.

Reconcile FY 2012 Category-2 funding allocations with current project estimates. Add ROW funds to support drainage pond projects on FM 529 and FM 5978 in Harris Co

Carryover apportioned FTA 5307 program funds from FY 2010 into the 2011-2014 TIP for The Woodlands (Brazos Transit District).

Program JARC (5316) and New Freedom (5317) projects awarded by the Texas Transportation Commission in June 2011 through direct award and TxDOT's FY 2011 Coordinated Call ( MO# 112709/112712, Jun-11).

Modify the description of work for US 59/FM 762 Transportation Enhancement landscaping project to inlcude pedestiran improvements, as approved by TxDOT.

Program prior year unobligated Section 5309 Earmarks (Bus and Bus Related Equipment and Facilities).

Advance four projects using District sub-allocated Category 12 funds made available by the Texas Transportation Commission (MO#112663, Apr-11). Supplement funds awarded by the Transportation Policy Council for the construction of two direct connectors from IH 10W to SH 99 Segment 'E' with additional state funds from the Texas Mobility Fund.

Program Job Access Reverse Commute (JARC) and New Freedom projects recommended by the Project Evaluation Team in the 2011-2014 TIP. Reconcile program balances with actual FTA apportionments and 2008-2011 TIP actions.

Advance three (3) 2011-2014 TIP projects using TMA sub-allocated Category 2 funds made available by the Texas Transportation Commission (MO#112663, Apr-11). Action will free approximately $7.9 million of federal funds in the CMAQ and STP-MM programs for redistribution.

Reconcile the FTA Section 5307 (Urban Area Program) and state transit funding allocations with the 2011-2014 TIP. Estimated FY 2011 FTA Section 5307 apportionments based on prior year (FY 2010) apportionments published in the Federal Register. May 13, 2010 Vol. 75, No. 92. State transit funding allocation as approved by the Texas Transportation Commission.

Update project description and funding information for interim widening improvements to FM 2759 and FM 762 (Crabb River Road, collectively). Add ultimate "Phase 2" grade separation improvements to the 2035 RTP Update.

Amend the 2011-2014 TIP to reflect actions codified in the 2035 RTP Update. Add projects to the 2011-2014 TIP or modify project descriptions/limits where such information changed between adoption of the 2011-2014 TIP (June 2010) and the 2035 RTP Update (October 2010).

Amend the 2011-2014 TIP to reflect Texas Transportation Commission action (MOl 112663, Apr-11) awarding discretionary state funds to implement the SH 99 tollway and appurtenances from US 290 to IH 10 W (Segment 'E'). Update project description information as necessary and add Engineering and Right-of-Way phases to all projects (153510-05-015 is solely ROW acquisition).as Medical Center earmark projects.

Modify Sponsorship, scope and funding of two (2) Texas Medical Center earmark projects.

Change the sponsorship of the Westchase District Trail North project from the City of Houston to the Westchase Management District and advance the letting to FY 2012 in preparation for the transfer of Surface Transportation Program
- Transportation Enhancement (TE) funds to the Federal Transit Administration.

Program discretionary US DOT award for engine overhaul of the Galveston Ferry to meet the EPA Tier 0+ emissions standard.

Add engineering as an approved phase of work (‘E’phase code) to facilitate TxDOT design review activities. The above listed projects are not on the state highway system ("off-system") and state funds may not generally be used to perform this work. This action will allow the limited use of federal funds to support the development of the above listed projects. In most cases the local sponsor is responsible for project development and will not be seeking Federal reimbursement.

Program State Proposition 12 and Proposition 14 Funds for Engineering and Right of Way, as selected by the Texas Transportation Commission.

Extend northern limit of IH 45 N CTMS project to connect proposed system with two existing dynamic message signs located south of league Line Road. Funding and schedule are unchanged.

Split SH 36 widening project through City of Brazoria (CSJ 0188-04-046) into three segments. Overall limits and scope are unchanged, project remains locally funded under pass-through-finance (PTF) agreement with TXDOT.

Add five projects into TIP using available FY 2011 CMAQ funds. 

Add Engineering phase and Proposition 12 and 14 funds to project 13826. Move $11.3M of Cat-7 (STP-MM) funds from project 14630 and 13826.

Per the Metropolitan Transit Authorities’ request, add project for rehabilitation/replacement of roofs at Metro’s Kashmere and Hiram Clarke Bus Operating Facilities. Project has been selected for FTA Section 5309 State of Good Repair grant funds, hence the need for inclusion in the TIP.

Adjust CMAQ (Congestion Mitigation /Air Quality) program projects to utilize available balances.

Per the City of Galveston's request, program the 2010 Galveston Commuter Rail Study Earmark and the Island Transit purchase of five 'Clean Diesel' buses. Transportation Development Credits (TDCs} awarded by the Texas Transportation Commission on December 16, 2010 will be used in lieu of local match for the Commuter Rail Study.

Transportation Enhancements projects were awarded by the Texas Transportation Commission on July 29, 2010. This amendment replaces Amendment 8 approved by the TPC in October 2010 and makes several technical corrections requested by TXDOT.

Replaced by Amendment 8A.

Sponsor requested additions and modifications to the 2011-2014 TIP approved by the TPC in June. These requests include the advancement of five (5) locally funded projects into the 2011-2014 TIP.

Program FTA Alternatives Analysis Program (5339) program earmark E2010-ALTA-016 in the 2011-2014 TIP. Earmark provides funding for a Texas Medical Center Multimodal Transportation Study.

Split STP_MM funded Trammel Fresno widening project into Missouri City (#408) and Fort Bend Co. (#7803) segments. Modify scope of the Missouri City segment by replacing the direct connector to Fort Bend Pkwy with improvements to Hurricane Lane and Lake Olympia Pkwy.
Projects were previously combined within MPOID #7803 by Amendment #106 to 2008 TIP.

Retain SAFETEA-LU earmark funding form 2008 TIP.

Make several technical corrections to projects in the 2011-2014 TIP.

Sponsor requested additions and modifications to the 2011-2014 TIP approved by the TPC in June. These requests include the advancement of fifteen (15) locally funded projects into the 2011-2014 TIP and the delay of two projects from the 2011-2014 TlP to the short-range component  of the 2035 RTP.
