Transportation Policy Council - August 26, 2011 |
The TPC approved amendments to the 2011-2014 Transportation Improvement Program (TIP) and the 2035 Regional Transportation Plan (RTP) Update, including six transit projects providing improved transit access to suburban job centers and/or for disabled persons.

John Barton, P.E., Interim Executive Director TxDOT |
John Barton, P.E., recently named Interim Executive Director of the Texas Department of Transportation, updated the TPC on development of SH 99, the Grand Parkway.
The TPC approved a resolution to honor Delvin Dennis, P.E., who has worked for TxDOT since 1980 and served as District Engineer since 2008. The retirement of METRO's Executive V.P. and Director of Partnering Strategies, John Sedlak, was also announced.
Patrick Walsh, Transportation Director for Sugar Land, briefed the TPC on the City of Sugar Land's Comprehensive Mobility Plan. The plan promotes various modes of transportation, including roads, transit, and a hike and bike plan. For meeting details, visit the TPC August Agenda page HERE. |

H-GAC, with the assistance of transportation stakeholder groups and transit agencies, has developed an Updated Regionally Coordinated Transportation Plan for the purpose of coordinating public transportation services in the 13-county Gulf Coast Planning Region.
A short video about the plan can be viewed HERE. The public comment period that began on Monday, August 1, 2011 has been extended until Wednesday, September 14, 2011.

Pedestrian and Bicycle Special Districts Studies: Public Meetings | |
H-GAC and local partners are working to complete pedestrian and bicycle studies in two areas of the region where walking and biking are in high demand: The City of Houston's Fifth Ward and the City of Houston's Clear Lake area. Each study has a public meeting scheduled to give residents and stakeholders an opportunity to review and prioritize draft implementation recommendations that have been developed through the study process. The meeting date for each study is listed below.

H-GAC's Brown Bag Series - The 2010 Census and GIS Framework | |
You are invited to H-GAC's September Brown Bag Series presentation. Jon Barlett is a Geographer with the U.S. Census Bureau in Dallas, Texas. He holds a Masters Degree in Geography from Texas State University. Previously, Jon worked as a GIS contractor for the Environmental Protection Agency (EPA) in Dallas.
Jon will demonstrate how to obtain 2010 Census data through both the American Factfinder 2 and the 2010 Census Redistricting Data websites. He will then show suggested steps for processing the data and integrating with Census 2010 TIGER\Line Shapefiles.

Owner-operators can learn about funding opportunities and meet with area truck dealers to help replace their older drayage trucks with cleaner, safer and more fuel-efficient models.
The Drayage Loan Program provides low-interest loans and grants to independent owner-operators and trucking companies servicing the Ports in the H-GAC region.

SH 99 - The Grand Parkway | |
The Grand Parkway is a proposed 184 mile circumferential freeway around metropolitan Houston, divided into 11 segments of independent utility (A thru I-2) based on intersections with the regional radial freeway network. TxDOT and Fort Bend County are actively preparing to construct or enter into agreements with other entities to construct, maintain, and/or operate segments of the Grand Parkway.
TxDOT has awarded contracts for the construction of Segment E of the SH 99 corridor. This segment connects I-10 and SH-290. TxDOT is exploring ways to develop 38 additional miles of segments F-1, F-2, and G. This includes SH-290, SH-249, I-45N, and SH-59N to be completed by 2015.

Regional Goods Movement Study - Needs Assessment Report | |
The Regional Goods Movement Study team just wrapped up the Needs Assessment Report. This is the third in a series of four reports being used by H-GAC to determine the possible solutions that will promote the fluid movement of goods and people through our region. The report can be found on the Regional Goods Movement web site HERE.
In October, H-GAC will host a series of public meetings in Houston, Pearland, and Stafford on the proposed recommendations. Meeting information will be posted in the coming weeks on our web site HERE. |
Proposition 12 - TIP Call for Projects | |
The TPC will soon receive recommendations for the use of Proposition 12 funding and the balance of Surface Transportation-METRO Mobility and Congestion Management/Air Quality funds for the 2011-2014 TIP. In addition to $92 million of available TIP funds, the Houston metropolitan area is also scheduled to receive approximately $500 million of State Proposition 12 funds to apply toward "ready to go" highway priorities. TIP projects will be programed through 2014. However, Proposition 12 projects will be scheduled for contract letting over the next two years.
In September, the TPC will will be asked for permission to seek public comment on amendments to 2011-14 TIP and 2035 RTP Update incorporating funded projects for the balance of CMAQ/STP and Proposition 12 projects. A thirty-day public comment period is scheduled to immediately follow the September 23, 2011 TPC meeting. In October, final approval of amendments to 2011-14 TIP and 2035 RTP Update should be made by the TAC and TPC. TxDOT approval of amendments to the Statewide TIP should occur in November. Great Day Houston - Commute Solutions Month | |
Shelley Whitworth, Air Quality Program Manager, recently appeared on Great Day Houston to promote "Commute Solutions Month." During "Commute Solutions Month," local commuters are being asked to save time and money on their daily drive by becoming a part of the solution to help clean the region's air. Solutions range from riding a bike to work, participating in a flexible work schedule, joining a vanpool or sharing a ride.

2011 Clean Air Action "Best in Motion" Leadership Awards Luncheon | |
H-GAC would like to extend its appreciation to everyone who made this year's Clean Air Action Leadership Awards Luncheon a success! At this year's program nearly 200 attendees including transportation stakeholders and elected officials paid tribute to employers and local governments leading the way in offering commuter benefits to their employees and for adopting clean fleet policies that mitigate congestion and improve air quality in our region. The awards luncheon spotlighted employers like Aramco Services Company and school districts such as Clear Creek ISD, Santa Fe ISD and Waller ISD. This year the "Best All Around Clean Air Leadership Award" went to the City of Houston and the "Air Quality Clean Fleet Leadership Awards" went to New South Parking and W. M. Dewey & Son, Inc.
A new addition to this year's luncheon was the recognition of major management districts throughout the region for taking the "My Solution Is..." challenge to promote commute alternatives to commuters, small businesses and other organizations within their district. Hurricane Season - The Regional Joint Information Center | |
The 2011 Atlantic hurricane season officially started on June 1st and will end on November 30th. With meteorologists forecasting above-average storm activity this year, it's more important than ever that the public is prepared for a storm event.
The Regional Joint Information Center is a collaboration between regional emergency management partner organizations. Its website includes a hurricane preparedness checklist, hurricane tracking and evacuation maps, and other resources. In the event of an emergency, any evacuation orders for the region will be announced on this website. In addition to hurricane preparedness, you can also access information about natural and manmade disasters, traffic, safe schools and the Community Emergency Response Team (CERT).

Drayage Loan Program The H-GAC Drayage Loan Program is a low-interest loan program that enables eligible truck owners who conduct port-related activity to finance the purchase of newer, more environmentally-friendly trucks. Visit HERE for more details. Grants are also available.
Clean Vehicles Program H-GAC's Clean Vehicles program is a fuel/technology-neutral grant program that funds cost-effective vehicle retrofit, repower, replacement, conversion (to alternative fuels), or the establishment of alternative fuel infrastructure. Prospective applicants are urged to review the program guidelines at www.houston-cleancities.org before submitting a grant application.
Commute and Transit Pilot Program Qualifying projects are eligible to receive federal CMAQ funds to cover a percentage of incurred operating expenses for up to three years. This program funds new services which provide additional commuting options and do not duplicate or replace existing transit services. Visit HERE, for more details.
Telework Program Find out how your business can receive a federal grant for up to $72,000 to begin or expand your existing telework program. Applications are available at: www.commutesolutionshouston.org/telework/telework.htm. |
H-GAC Makes Latest Census Data Available Online |

On May 26, the U.S. Census Bureau released additional data for the H-GAC region based on the 2010 Census. The product, called "2010 Demographic Profile," includes 23 data tables for counties and cities. The tables include detailed age/sex distribution, median age, and types of households. The data is now available on H-GAC's website. |
