Transportation Policy Council - October 25, 2013

On Friday, October 25, 2013, the Transportation Policy Council reviewed and approved amendments to the 2013-2016 Transportation Improvement Program (TIP) and the 2035 Regional Transportation Plan Update (RTP). The amendments awarded an additional $2.6 million to support increased costs on the County Road 48 widening project in Brazoria County, awarded $1.6 million to the City of Houston to perform rehabilitation work on Cambridge Street and reconciled the TIP with a $3.8 million program of transit projects jointly developed by the City of Conroe and The Woodlands Township for their urbanized area of responsibility.  

 

TPC Chair Ed Emmett appointed four TPC members to the 2014 TPC Nominating Committee. The Nominating Committee recommends candidates for four officer positions (Chair, First Vice Chair, Second Vice Chair, and Secretary), to serve for a term of one year. They will also recommend candidates for a representative and alternate for the at-large position on the TPC for Other Transportation Interests and appoint candidates to the 16 at-large positions on the Technical Advisory Committee. The Nominating Committee appointments are Mayor Robert Fry - West University Place (Smaller Cities), Mr. Scott Elmer - City of Missouri City, Mr. Dan Krueger - City of Houston, and Commissioner Stan Kitzman - Waller County.

 

TxDOT District Engineer Mike Alford gave a brief update on the upcoming public meetings concerning the North Houston Highway Improvement Project (I-45N corridor). Public Meetings will be held on November 14, 2013 and November 19, 2013 to discuss the scope of this work. This corridor encompasses IH 45 N, one of the state's most congested corridors, as well as the Hardy Toll Road, portions of BW 8 North, and the interchange complex around downtown Houston. TxDOT is exploring ways to improve mobility and safety in the corridor. More Detail in the article below

Our Great Region 2040 Plan Underway and Online

H-GAC has launched Our Great Region 2040, a long-range draft plan for improvements in the 13-county planning area. This draft plan focuses on six areas: strengthening economic competitiveness; securing a clean and ample water supply; cultivating places where people can lead active, healthy lives; providing balanced housing choices; achieving a better transportation system; and increasing resiliency to disaster and changing environments.


Three open houses will be held this month to provide more information on the plan and to gather comments and concerns from residents. The
draft plan and summary are available for download.

Public Meetings for North Houston Highway Improvementsmeeting

Two public meetings will be held to discuss and receive public comments on improvements proposed to IH 45. TxDOT, in cooperation with the Federal Highway Administration (FHWA), is initiating the National Environmental Policy Act (NEPA) process for highway improvements in the north Houston area. The time, dates and location are as follow:

The primary objective of the NEPA evaluation is to assess the needs of the project area and evaluate possible alternatives, including a no-build alternative. Environment impacts will be further evaluated for those recommended alternatives that meet the need for and purpose of the project in order to select a preferred alternative. 

 

The North Houston Highway Improvement Project involves evaluation of the IH 45 North corridor from near downtown Houston to Beltway 8 North, Beltway 8 North from IH 45 North to the Hardy Toll Road, the Hardy Toll Road from IH 610 North Loop to Beltway 8 North, IH 610 North Loop from IH 45 North to the Hardy Toll Road, and portions of IH 10 and US 59 near downtown Houston.

The Greater West Houston Mobility Plan

H-GAC, in partnership with City of Houston, the West Houston Association, the Westchase District, the Energy Corridor, the Texas Department of Transportation and others, is conducting a study to develop long range mobility and land use strategies for the greater west Houston area. The Greater West Houston Mobility Plan was launched in early 2012 to address transportation challenges posed by the explosive population and employment growth in west Houston. The study area is approximately 180-square-mile section of greater Houston bordered by FM 529 in the north to Bellaire Blvd, and Campbell/Blalock Roads in the east to Grand Parkway. 

On October 15, 2013, seventy-five attendees gathered at a public meeting to learn more about the plan. During the meeting attendees received an overview of the study and discussed and submitted comments regarding traffic congestion, bicycle and pedestrian, and transit issues. This was the first of three planned public meetings. A second public meeting is planned for early January 2014, with a final meeting planned for next March. The website includes an online survey as well as an interactive crowdmap for people to submit reports on transportation issues in the study area.

Access Management Planned for Stafford's FM 1092

The final public meeting for the FM 1092 Access Management Study was held on October 17, 2013 at the Stafford Centre. Two dozen attendees reviewed and commented on the proposed recommendations for FM 1092. The FM 1092 study area extends from US 59 to Dove Country Road.

 

Some of the proposed recommendations include the installation of raised medians along FM 1092, intersection improvements at W. Airport Blvd, Mula/Greenbrair, Cash Road, and Avenue E, driveway consolidations, and traffic signal improvements. The study also proposes streetscape improvements along FM 1092, and recommends the City of Stafford update its comprehensive plan and land development codes and ordinances.

US 90A Access Management Study

The second public meeting for the US 90A Access Management in the Richmond-Rosenberg area was held on October 23, 2013 at the Fort Bend Country Club in Richmond, TX. Approximately 50 attendees reviewed and commented on proposed infrastructure and traffic operation recommendations. 

The US 90A Access Management Study area includes US 90A from Harlem Road to Bamore Road, FM 1640 from Bamore Road to FM 762, and FM 762 from FM 1640 to US 90A.

Traffic Signal Timing & Synchronization 
Roadway Realignments 
Adding Right & Left Turn Lanes Grade Separations 
Driveway Modifications & Consolidations Adding and Improving Sidewalk Connectivity 
Signage, Lighting and Parking Markings Adding or Modifying Raised Medians 
Livable Center Studies Designating Bicycle Routes 
Adjust Speed Limits Extending Roadways across the Brazos River

Teens in the Driver Seat Program Extended Through 2014

H-GAC's board of directors has approved funding to extend a contract with the Texas Transportation Institute (TTI) for the Teens in the Diver Seat program. 

 

Drivers between the ages of 15-20 present a disproportionate number of crashes by any age group. While only consisting of nine percent of the population, teens are responsible for 16 percent of motor vehicle crashes in the region. Teens in the Driver Seat aims to reduce those numbers. The program can be found in high schools around Texas and is run entirely by teens. Students work with educational materials provided by TTI to get their peers to encourage safer driving habits, such as seat belt use and eliminating distracted driving.

Houston Airports In Focus on Mobility NOW Special

The latest Special from Mobility NOW takes a look at air travel in our region. Mario Daz, Director of the Houston Airport System, talks to host Marco Bracamontes about many changes coming in the near future.
