Transportation Policy Council - November 21, 2014

On November 21, the TPC voted to begin the public comment period for the Draft 2040 Regional Transportation Plan (RTP) and air quality conformity finding. This 45-day comment period is in conjunction with on-going public outreach meetings currently scheduled. Following conclusion of the public involvement period, the TPC will be requested to adopt the 2040 RTP in January. It was also announced that the 2015 TIP Call for Projects deadline has been extended through January 12, 2015. More information can be found HERE


Dr. Carol Lewis of the Gulf Coast Rail District updated the TPC on the alternatives regarding right-of-way for commuter rail. One stipulation of these alternatives is that they must not impede Class I freight rail track alignments. The results of three corridor studies focusing on Hempstead, Westpark, and US 90A were used to establish the feasibility of dedicated commuter rail lines through major areas of the region. The TPC approved a Resolution of Commendation honoring Liberty County Commissioner Norman Brown for his many years of service to the TPC and to the H-GAC region.

Air Quality Conformity Findings

Transportation air quality conformity is the process that links the Air Quality State Implementation Plan (SIP) with regional roadway planning in the RTP. A new conformity determination must be performed any time a transportation plan is amended in a significant manner, when a region's or state's air quality goals change, and every four years when a new transportation plan is proposed.

 

In the public meetings, H-GAC will present the air quality conformity results to the new 2040 RTP.

Greater West Houston Mobility Plan Public Meeting 

H-GAC, in partnership with the City of Houston, the Memorial City Management District, the Westchase District, the Energy Corridor, the Texas Department of Transportation and others, is conducting a study to develop long range mobility and land use strategies for the greater West Houston area.
 

The fourth and final public meeting for the Greater West Houston Mobility Study will be held on Thursday December 18, 2014 at Maurice Wolfe Elementary School starting at 6:00 p.m. During this meeting the proposed study recommendations will be presented for public review and comment. Recommendations will cover changes to the City of Houston Major Thoroughfare Plan, addition and/or expansion of transit services and other alternative transportation modes, bicycle and pedestrian improvements, and government policy changes needed to facilitate implementation.

2015 TIP Call for Projects - Deadline Extended

H-GAC has announced the opening of the 2015 Transportation Improvement Program (TIP) Call for Projects. The deadline for applications for funding under this Call has been extended and will be will be accepted through January 12, 2015. Applications for funding under this Call will be evaluated for project readiness and potential benefits using criteria adopted by the Transportation Policy Council (TPC).

 

Following the application period, funding requests will be reviewed by H-GAC staff and considered by the TIP Subcommittee and Technical Advisory Committee (TAC). Public comment will be sought during a 30-day period prior to TPC action.

Pedestrian-Bicycle Plan Released for Public Comment 

Ped-BikePlanLogoThe draft H-GAC 2040 Regional Pedestrian and Bicycle Plan is now available online for public review and comments.


The Plan is a long-range document describing our region's vision for enhancing pedestrian and bicycle infrastructure within the eight-county Transportation Management Area (TMA).

Cypress Creek Parkway Livable Centers Study Completed 

Since early 2014, H-GAC has been working with the Ponderosa Forest Utility District, Houston Northwest Chamber of Commerce, and Cypress Creek Parkway Property Owners' Association to complete a Livable Centers study in northern Harris County. 

 

Local stakeholders identified short and long-term strategies aimed at revitalizing the area surrounding the intersection of Cypress Creek Parkway (FM 1960) and Kuykendahl Road. Recommended policies, programs, and improvements are intended to:

  • Promote redevelopment
  • Increase the safety and mobility of pedestrians, bicyclists, transit users, and motorists
  • Create an aesthetically-pleasing entrance to the community
