On-Road/Off-Road Mobile Source Control Strategies for the Eight-Hour Ozone State Implementation Plan
The comment period on the Draft Short List Control Strategies for On-Road and Off-Road Mobile Sources began on December 8, 2008 and ended on January 15, 2009. The purpose of the comment period was to give the public an opportunity to review and comment on the proposed mobile control strategies. Disadvantaged Business Enterprises (DBE) Plan & Proposed Goals
As required by Section 49 Code of Federal Regulations Part 26, the Houston-Galveston Area Council (H GAC) Transportation Department has determined a proposed overall goal of for the participation of Disadvantaged Business Enterprises (DBEs) in its contracts for financial assistance provided by the U.S. Department of Transportation (DOT):
18% for FY 2008 contracts for financial assistance provided through the Federal Aviation Administration (FAA),
19% for FY 2009 contracts for financial assistance provided through the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA).

Comments on SIP Measures
The state implementation plan (SIP) is a federal requirement for areas that are in non attainment of the federal air quality standards. This plan must include air pollution control measures that collectively demonstrate how the eight county Houston metropolitan area can attain the federal eight-hour standard for ozone (urban smog) pollution. The public comment period closed August 5, 2008.

Revised Conformity Finding
H-GAC hosted a public meeting on the revised conformity finding for the 2008-2011 TIP and the 2035 RTP on June 19, 2008.
The revised conformity finding also includes revisions to the Metropolitan Transit Authority (METRO) projects contained in the 2035 RTP and the 2008-2011 TIP. These projects include the four METRO Solutions corridors: North, Harrisburg, Southeast and the Uptown corridors.

Liberty County Transit Plan
The Liberty County Transit Plan will address the need for better public transportation options for residents in Liberty County who have various transportation-related challenges, such as the elderly, disabled, and low-income individuals. Information about that plan is available at http://www.ridethegulfcoast.com/. The public comment period ended June 16, 2008.

TIP Amendments 16 & 42
- TIP Amendment 16 - The Uptown Development Authority (Uptown Houston) is advancing local investments for the Uptown Pedestrian-Transit Master Plan.
- TIP Amendment 42 - TxDOT Beaumont District is advancing into the TIP the widening of SH146 from two to four lanes in Liberty County.
Montgomery County Transit Plan
The Montgomery County Transit Plan addresses the need for improved public transportation options for county residents, including the elderly, disabled, and low income individuals that are mobility limited.The public comment period ended April 18, 2008.
