Draft Matagorda County Transit Plan

Public meetings were held at the Bay City Chamber of Commerce on Monday, July 19, 2010, and the Palacios Recreation Center on Monday, July 19, 2010. Public Comment Period for Proposed FY 2010-2013 DBE Goal

H-GAC and the DOT (through the FAA, FHWA and FTA) accepted written comments on the goal from June 14, 2010 to July 30, 2010. Click here to see the proposed goal and DBE plan documents.

Public Comment Period for the Draft 2011-2014 TIP

H-GAC conducted a 30-day public comment period on the Draft 2011-2014 Transportation Improvement Program (TIP) from Tuesday, May 25 until Thursday, June 24, 2010. In addition to a public meeting on June 17, 2010, staff attended 8 other meetings around the region and provided presentations on the TIP.

Regional Transit Framework Study Workshops

Four open house and planning workshops were held for the purpose of identifying the region’s public transportation needs. Community input was sought on potential corridors for future transit services and the general public transportation needs of the community. Additional opportunities to learn about the project and provide input were provided through two public webinars. Contact: shaida.dezfuli@h-gac.com.

Four area public meetings were held during March regarding transit in the Matagorda County area and a survey was taken in English and Spanish. For information regarding the results of these public meetings and resulting comments, contact Kari Hackett at 713-993-4576 or visit www.matagordacountytransitplan.com. SH 6 South Public Meetings

Disadvantaged Business Enterprises (DBE) Proposed Goal

As required by Section 49 Code of Federal Regulations Part 26, the Houston-Galveston Area Council (H GAC) Transportation Department has determined a proposed overall goal of for the participation of Disadvantaged Business Enterprises (DBEs) in its contracts for financial assistance provided by the U.S. Department of Transportation (DOT):

  • 24% for Fiscal Year 2010 contracts for financial assistance provided through the Federal Aviation Administration (FAA), Federal Highway Administration (FHWA), and Federal Transit Authority (FTA).

Transportation Conformity and Transit Projects

  • The Metropolitan Transit Authority (METRO) has applied for a Transit Investments for Greenhouse Gas and Energy Reduction (TIGGER) grant made available to transit agencies in the American Recovery and Reinvestment Act (ARRA) of 2009.  As part of the grant application process METRO has requested an amendment to the 2008-2011 Transportation Improvement Program (TIP) to include the following:

    1. Design and installation of a one megawatt distributed solar array at the Kashmere Bus Operating facility - $8,456,700

    2. Purchase and installation of an electric fan system on 263 buses - $4,209,561

On-Road/Off-Road Mobile Source Control Strategies for the Eight-Hour Ozone State Implementation Plan

The comment period on the Draft Short List Control Strategies for On-Road and Off-Road Mobile Sources began on December 8, 2008 and ended on January 15, 2009.  The purpose of the comment period was to give the public an opportunity to review and comment on the proposed mobile control strategies.   • Amendment 81 -  Delay the BF 1960A from FM 1960 west of Lee Rd to FM 1960 east of Humble widening projects to Short Range portion of the Plan. Add Access Management Studies on TxDOT On-System Roadways (BF 1960A, FM 1960, SH 249, and FM 529) project
  • Amendment 90 - Add FM 865 from BW 8 to FM 518 widening project

Comments on SIP Measures

The state implementation plan (SIP) is a federal requirement for areas that are in non attainment of the federal air quality standards.  This plan must  include air pollution control measures that collectively demonstrate how the eight county Houston metropolitan area can attain the federal eight-hour standard for ozone (urban smog) pollution. The public comment period closed August 5, 2008.

Revised Conformity Finding

H-GAC hosted a public meeting on the revised conformity finding for the 2008-2011 TIP and the 2035 RTP on June 19, 2008.

The revised conformity finding also includes revisions to the Metropolitan Transit Authority (METRO) projects contained in the 2035 RTP and the 2008-2011 TIP. These projects include the four METRO Solutions corridors: North, Harrisburg, Southeast and the Uptown corridors.

Liberty County Transit Plan

The Liberty County Transit Plan will address the need for better public transportation options for residents in Liberty County who have various transportation-related challenges, such as the elderly, disabled, and low-income individuals. Information about that plan is available at http://www.ridethegulfcoast.com/. The public comment period ended June 16, 2008.

TIP Amendments 16 & 42

TIP Amendment 16 - The Uptown Development Authority (Uptown Houston) is advancing local investments for the Uptown Pedestrian-Transit Master Plan.TIP Amendment 42 - TxDOT Beaumont District is advancing into the TIP the widening of SH146 from two to four lanes in Liberty County.

Montgomery County Transit Plan

The Montgomery County Transit Plan addresses the need for improved public transportation options for county residents, including the elderly, disabled, and low income individuals that are mobility limited.The public comment period ended April 18, 2008.
