
More than 1 million new residents will relocate to the Houston metropolitan area in the next decade, and 3.5 million new residents are expected by 2035. The Regional Transportation Plan (RTP) is the long-range transportation plan that identifies the roadway, transit and other transportation projects that are projected to be needed in the region for the next 20+ years.

Adopted 2035 RTP Update
In October 2007, the 2035 RTP was adopted by the Transportation Policy Council. At that time future revenues for transportation expenditures were forecast to be $156.7 billion. As a result of the economic downturn, new state forecasts have predicted much lower income from state and federal sources (principally motor fuels taxes) to be spent on transportation projects. As a result, the 2035 RTP Update (adopted in October 2010) reflects the current fiscal outlook which cuts the old budget nearly in half. The result is a program of projects totaling approximately $87 billion. To accommodate this reduction in future revenues, many projects on the state system were removed, and changes have been made to other projects including their costs, limits or scope. Locally funded projects completed since 2007 were also removed.
