This initial work on the State Implementation Plan involved preparing and qualitatively evaluating a master list of control strategies. H-GAC and its stakeholders began with the initial master list from public comment and involvement culminating in 2006. The master list was winnowed to those deemed of most interest to H-GAC and its stakeholders and additional measures suggested.
