Water Quality Data Management

The Texas Clean River Act (Senate Bill 818) requires that ongoing water quality assessments be conducted for each river basin in Texas, an approach that integrates water quality issues within the watershed. The Clean Rivers Program legislation mandates that each river authority (or local governing entity) shall submit quality-assured data collected in the river basin to the commission. Quality-assured data means data that comply with commission rules for surface water quality monitoring programs, including rules governing the methods under which water samples are collected and analyzed and data from those samples are assessed and maintained. The Regional Quality Assurance Project Plan (QAPP) has been developed between the H-GAC and the TCEQ to carry out the activities mandated by the legislation.

Regional Quality Assurance Project Plan (QAPP)
Seven local agencies comprehensively monitor water quality across the San Jacinto River Basin and the various coastal basins in the Houston metropolitan area: City of Houston Department of Health and Human Services, City of Houston Water Quality Control Laboratory, San Jacinto River Authority with Woodlands Division and Lake Conroe Division, City of Pearland, Environmental Institute of Houston at the University of Houston Clear Lake, Harris County Environmental Public Health Division, and Houston-Galveston Area Council (H-GAC). H-GAC’s Regional Quality Assurance Project Plan (QAPP) describes all local partner data collection activities. This data will be integrated into the statewide water quality database. Access complete documentation...

Water Quality Forms
H-GAC’s local partners or sub-tier participants need to submit data to H-GAC electronically. Each partner’s data set is submitted with a completed Data Review Checklist. Data will then be processed and submitted electronically to the TCEQ in the Event/Result file format described in the Clean Rivers Program Guidance. A completed Data Summary will be submitted with each data submittal. The Data Review Checklist and related forms can be accessed here...

Surface Water Monitoring Data
Data sets contain TCEQ Quality Assured ZIP data files for the four assessment basins within the H-GAC Region. Data is in MS Access 2000 format and has been zipped (using WinZip). See more details....

Coordinated Monitoring Schedule
Clean Rivers Program partners and Texas Commission on Environmental Quality routinely monitor the water quality of rivers, lakes, bays, and the Gulf of Mexico to determine if state standards are met. On their website, the Clean Rivers Program partners and Texas Commission on Environmental Quality routinely monitor the water quality of rivers, lakes, bays, and the Gulf of Mexico to determine if state standards are met. On their website, the Lower Colorado River Authority (LCRA) provide access to the Coordinated Monitoring Schedule as an interactive database. The database contains more than 1,800 sites monitored in Texas. Select a basin on the map to begin.....

Data Not Under A Quality Assurance Project Plan
H-GAC's Community & Environmental Planning Department also manages water quality data Not Under a Quality Assurance Project Plan (QAPP). This data includes metals and additional conventional parameters by each agency that are not covered by the Regional QAPP. In addition, there are Quality Assurance data available for all data submitted to H-GAC. For more information please contact:

If you have questions concerning the data, please call the agency responsible for sampling.
