H-GAC deploys temporary pedestrian/bicyclist counters to improve the planning and implementation of pedestrian and bicycle facilities across the region. Our current mobile counters use infrared scopes that are mounted to objects within 20 feet of the walkway or bikeway being counted. The counters record each time a pedestrian or bicyclist passes in front of the scope but are unable to differentiate between user types or the direction of travel.

Program Steps

  1. H-GAC staff review counter requests and schedule requests based on priority and calendar availability
  2. Partner organization and H-GAC staff work together to confirm counter locations
  3. H-GAC staff install mobile counters at the determined locations
  4. Counters collect data for designated time period
  5. H-GAC staff retrieve mobile counters from the field
  6. H-GAC staff analyze mobile counter data and send a final report to the partner organization

Counter Requests and Approvals

To request counters for your organization or jurisdiction, complete the request form to the best of your ability. H-GAC will respond to the request within 10 business days.

Priority is given to requests that meet the following criteria:

  • H-GAC has an existing contract with the organization/jurisdiction to count those locations.
  • H-GAC has counted at the location in previous years.
  • The location is the site of an upcoming or recently completed TIP project and counts will help H-GAC understand the impact of the facility.
  • The location is within a current study area for a Local Active Transportation Study, Livable Centers Study, or Subregional Study.

If the requested time slot is not already assigned, the request can be fulfilled if it meets one of these criteria:

  • The location is the site of an upcoming or recently completed walkway/bikeway project and counts will help H-GAC understand the impact of the facility.
  • The location is within 0.5 miles of a school.
  • The counts are being used as part of a study conducted by the local jurisdiction.
  • The jurisdiction requesting the counts is using the counts for reasons related to safety or connectivity to schools, transit, or employment centers.

Limitations

  • H-GAC can deploy its counters for use by local governments and special districts (ex. municipalities, management districts, school districts, etc.).
  • H-GAC can only count in locations deemed suitable for our counter technology.
  • H-GAC typically conducts counts for a period of two weeks. Exceptions must be approved by H-GAC.

H-GAC has the final discretion in approving and executing all counter requests. Completing this online counter request form is not a guarantee that we will conduct counts for your jurisdiction or organization.
