2017 General Assembly & Annual Meeting 
The 2017 General Assembly Annual Meeting was held this past Friday evening, March 3 at the West Loop Marriott in the Galleria area. 

The 2017 Board of Directors Officers were elected by the General Assembly delegates and sworn in at the Annual Meeting.  The 2017 Officers are as follows:
  • Chair:  Commissioner Gary Nelson, Chambers County
  • Chair Elect:  Council Member Floyd Emery, City of Missouri City
  • Vice Chair:  Commissioner Stacy Adams, Brazoria County 
The guest speaker at the meeting was W. Nim Kidd, who serves as the Chief of the Texas Division of Emergency Management. He is responsible for the state's emergency preparedness, response, recovery, and mitigation activities.

February Board of Directors Meeting
CNG School Bus
At their February meeting, the H-GAC Board of Directors approved additional funding for the Texas Clean Rivers Program and the acquisition of seven heavy-duty diesel trucks and school buses through the Clean Vehicles Program.

In addition, the January Financial Report was approved unanimously. The Board also approved a funding increase to a Workforce contract to assist 450 additional workers on lay of from the oil and gas industries.

The 2016 End of Year Report was also presented at the Board Meeting which reflected the high degree of accomplishment and good service provided by H-GAC programs.
Regional DWI Task Force Operating During Spring Break
The Houston-Galveston Area Council is beginning the fourth year of its Regional DWI Task Force, which consists of 12 law enforcement agencies throughout the Houston-Galveston area.  The DWI Task Force will be operating throughout the Spring Break holiday to reduce the number of instances of Driving While Intoxicated (DWI).  Additional police units will be on the streets during the holiday week and beyond. 

The Task Force is funded through a Selective Traffic Enforcement Program (STEP) grant awarded by the Texas Department of Transportation (TxDOT), providing overtime funds for agencies to provide enhanced DWI enforcement during holiday when there has traditionally been more alcohol-related traffic incidents.  Since its inception in 2012, the Task Force made over 900 DWI arrests.

Convicted first-time DWI offenders can pay a fine up to $2,000, serve six months in jail, lose their driver's license for up to a year, and pay an additional $3,000 to retain their license once they get it back.  Safety officials say other costs associated with an impaired driving arrest and conviction can add up to more than $17,000 for bail, legal fees, court appearances, court-ordered classes, vehicle insurance increases, and other expenses.

Erin Livingston with Solid Waste Planner of the Year plaque
Erin Livingston Named Solid Waste Planner of the Year 

Erin Livingston, Senior Environmental Planner at H-GAC, was named as the 2016 Solid Waste Planner of the Year by the Texas Association of Regional Councils. She received this recognition during the biannual meeting on February 1.
Erin oversees the day-to-day operations of H-GAC's solid waste programs, including the solid waste grant program; review of solid waste facility permit applications; regional contracts for used electronics and household hazardous waste; trainings on recycling, environmental enforcement, and storm debris; and other special projects.
Each year TARC presents the award to a solid waste planner from one of the regional councils of governments in Texas in recognition of commitment to improving the environmental quality and providing assistance in the area of grant funding or solid waste issues.
