Jarbo Bayou, located in Galveston County, is a tributary of Clear Lake. Since 2002, high concentrations of bacteria, which are found in both human and animal waste, have been observed in the bayou. The presence of these bacteria may indicate a health risk to people who swim or wade in the bayou—activities referred to as “contact recreation” in the Texas Surface Water Quality Standards.
The goal of this project is to improve water quality to protect people who swim in the bayou. Toward that goal, the TCEQ and stakeholders are developing a TMDL and an I-Plan to reduce bacteria in Jarbo Bayou. The bayou arises near Shore Boulevard in League City. It flows generally north-northeast to FM 2094, then west-northwest through Clear Lake Shores to Clear Lake. The bayou, about 2.7 miles long, widens considerably downstream of its crossing with Lawrence Road. The watershed is primarily urban, though it does flow a short distance through an undeveloped area of Galveston County. The watershed includes parts of the towns of League City, Kemah, and Clear Lake Shores.
By 2010, the TCEQ had enough information about bacteria concentrations in the bayou to determine that development of a TMDL was necessary. The TCEQ began this TMDL project in 2013. The University of Houston is doing technical work to support TMDL development.
The tasks of UH personnel include compiling and analyzing all available bacteria data and considering sources of the bacteria and their relative contributions. UH staff will compile a technical report of their investigations, which will serve as the basis for determining the final TMDLs for the bayou.
H–GAC will support stakeholders in developing an I-Plan for watershed improvement.

The first public meeting for the Jarbo Bayou Bacteria TMDL was held on December 12, 2013. The meeting introduced the TMDL process, identified the impaired segment and the reason for the impairment, reviewed historical data, described potential sources of indicator bacteria within the watershed, and formed the coordination committee. The Houston-Galveston Area Council, in conjunction with the Texas Commission on Environmental Quality, cordially invite you to attend meetings to help infom the Jarbo Bayou Coordinaion Committee about issues related to the bacterial impairment of Jarbo Bayou. The Texas Commission on Environmental Quality has scheduled this meeting to take public comment on the Jarbo Bayou TMDL and Implementation Plan project. At the public comment meeting, individuals will have the opportunity to present oral statements when called upon in order of registration. An agency staff member will give a brief presentation at the start of the meeting and will be available to answer questions before and after all public comments have been received.
