Every two years the Texas Legislature meets and sets the budget for the upcoming biennium. The budget includes money collected as a tipping fee at landfills throughout the state and designated to fund solid waste management programs in Texas. H-GAC receives a portion of this money, as pass-through funding from the Texas Commission on Environmental Quality (TCEQ), to fund Solid Waste Implementation grant projects throughout the 13-county region on an annual basis.
During FY2018 and FY2019 $1.2 million in grant funds will be distributed. Projects selected during the first round have received final approval from TCEQ and are now in the implementation phase. H-GAC had $516,157 remaining to distribute for solid waste grant projects during the FY2019 fiscal year. Applications for the second round were due on April 19, 2018 and those recommended for funding are now going through the approval process.
H-GAC hosted a workshop on Thursday, July 16, 2015, at the H-GAC offices to encourage those potentially interested in applying for a solid waste grant to start developing their idea and plan. Information presented included tips for a good project and good application, advice from a past grantee, and an exercise to help attendees think about the strengths and weaknesses of their community, department, and project idea. This meeting provided information on H-GAC's FY2018/2019 solid waste management activities and grants program.
Only those in H-GAC's thirteen-county Gulf Coast Planning region are eligible. Non-profit organizations and private companies are not directly eligible, but may be subcontracted by eligible public entities.
