Current and Upcoming Application Opportunities and Updates

TDA announces Anticipated Funding for Program Year 2026

As the federal appropriation process continues in Washington, TDA is preparing to move forward with 2026 application development. Beginning these early steps now will allow the program to move forward promptly when funds become available.

The CDV Score Sheets for each state planning region have been updated on the TDA webpage - TxCDBG Community Development Fund - the Applicants shaded in blue are estimated to be in funding range for 2026.

Please note: This estimate is based on 2025 funding levels and is NOT guaranteed – the list will be updated once the final federal appropriation is known.

If your community is shaded in blue, please begin the Project Application process by addressing the following items:

  1. Conduct the required public hearing
  2. Select / procure a grant administrator and project engineer, if not completed during the Community Application Phase – once these team members are formally selected, they can assist you with the application.
  3. Begin discussions with the project team to identify an eligible project.

Once the federal funding is finalized, the Project Application Guide will be updated and published with appropriate deadlines. At that time, TDA will change the status of the application in TDA-GO to allow the Project Application to be completed and will notify individual applicants of this change. This year will require a shorter timeline (see draft Colonia Fund guide for sample dates) so please do not wait to begin these basic application preparation steps.

Program Year 2025 Stakeholder Outreach Sessions

TDA is continuing its Regional Stakeholder Outreach sessions – hosted in each state planning region across the state. In addition, TDA will host a virtual session for the same material. Information on the virtual session, as well as the regional meetings, can be found on the TDA website Training and Events.

TDA announces Policy Issuance 25-01, revising the 2025 TxCDBG Implementation Manual

  • Revisions for clarity in Chapter 5 Procurement Procedures and Chapter 8 Force Account Labor.
  • New guidance in Chapter 1 Administration and Reporting for state public hearing requirements.
  • New guidance in Chapter 2 Financial Management for changes to timing of disbursement documentation requirements.
  • New guidance in Chapter 4 Contract Special Conditions for federal requirements.

Policy Issuance 25-01 is effective January 1, 2026.

Policy Issuance 25-01 can be found on the TDA website. The same revisions have been incorporated into the 2025 Implementation Manual chapters posted to the TDA website, marked in blue text.

2025 TxCDBG Project Implementation Manual (Final)

The Final 2025 TxCDBG Project Implementation Manual has been uploaded to the TDA website and is effective September 1, 2025. Any substantive revisions since the draft was posted in July have been identified with green text.

Past Meetings

Kickoff Meeting in the H-GAC Region - In Person

TDA, in coordination with H-GAC, hosted a stakeholder feedback session in the H-GAC region to accept public comment for consideration during development of the 2025 One Year Action Plan (OYAP) and 2025-2029 Consolidated Plan. The OYAP identifies the intended use of funds received by the TxCDBG program for Program Year 2025. The Consolidated Plan illustrates the state’s strategies in addressing the priority needs and specific goals and objectives that the state aims to accomplish throughout the 2025-2029 Plan.

Updates to TDA-GO (Dec. 2025)

Fund Source Calculator

This tool calculates the total maximum grant amount and minimum matching funds amount based on actual project costs.  The form pulls data entered in TDA-GO as project cost obligations (from Materials and Services Reports) and expenditures (from Payment Requests), as well as the grant agreement funding amounts and match ratio commitment.  Written guidance - How to use the Fund Source Calculator - can be found on the TDA website.

Disbursement of Funds Documentation

A new form in TDA-GO collects bank records and cancelled checks to document disbursement of funds throughout the grant agreement period.  These records are currently required for during the closeout monitoring process and can be a challenge for some communities to collect and organize.  Disbursement records will be required promptly after each grant payment is issued.  Written guidance - How to Enter Disbursement Detail - can be found on the TDA website.

For existing grants ending on or after March 1, 2026, Grant Recipients should begin uploading documentation for previously approved Payment Requests. TDA will begin holding Payment Requests for grants that have not yet provided this documentation on March 1, 2026.

Regional Project Priorities

H-GAC, in conjunction with the Texas Department of Agriculture, established Regional Project Priorities for the 2025-2026 Community Development (CD) application cycle.

The Community Development Fund is the largest fund category in the Texas Community Development Block Grant (TxCDBG) Program. This fund is available on a biennial basis for funding through a competition in each of the 24 state planning regions, including the H-GAC region. Eligible applicants are rural cities under 50,000 in population, and counties that have a non-metropolitan population under 200,000 and are not eligible for direct CDBG funding from US Housing and Urban Development (HUD). The next funding cycle is anticipated to be released in 2025.

Although most funds are used for Public Facilities (water/wastewater infrastructure, street and drainage improvements and housing activities), there are numerous other activities for which these funds may be used. As part of this process, H-GAC sought input on the establishment of regional project priorities. Input was solicited through a survey and a public meeting. The H-GAC Board of Directors approved the Regional Project Priorities during a regular Board meeting on April 16, 2024, and H-GAC shared the regional priorities with the Texas Department of Agriculture.

Regional Project Priorities will account for 25% of total points in scoring 2025-2026 Community Development applications. The priority categories are grouped by tier (importance to the region) and assigned points for each tier Tier 1 - 50 points, Tier 2 - 40 points, and Tier 3 - 30 points.

Regional Project Priorities Survey

The public was invited to complete an online survey to help establish Regional Priority Projects by ranking a list of suggested priorities based on importance and providing comments. The survey was available online from March 11, 2024, to March 21, 2024.

Regional Project Priorities Public Meeting

The public was invited to attend a public meeting to see the results of a priority projects survey and recommended Regional Project Priorities and to provide input. The hybrid meeting was from 5:30 p.m. to 7:30 p.m. March 25, 2024, at the H-GAC offices, 3555 Timmons Lane, Houston, Texas, Second Floor, and on Zoom.
