Disaster Debris Publications

The Houston-Galveston Area Council recognizes the need for communities to perform efficient and timely cleanup of debris generated by natural disasters and/or major storm events.

Publications include plans and recommendations for emergency disaster debris management, an assessment of resources needed to develop coordinated debris management plans, and a guide for communities to use when creating disaster debris management plans.

Education and Outreach 6

H-GAC's videos highlight the proper way residents should handle debris after a disaster. These short videos are available for local governments and organizations to use to help educate residents. Local governments can link to the videos on YouTube or can add their own logos and branding (including screen shots, phone numbers, recorded intros, etc.) and use the videos on their websites, municipal channels, presentations, or other mediums. Companion flyers in English and Spanish are also available and can be modified with a local governments' phone number, logo, etc.

County Plans and Reports 2

Disaster Debris Management Plan for Brazoria County, Texas

Published in 2009, the report looks at ways Brazoria County can better respond to emergency debris removal situations. The purpose of this plan is to outline the components critical to the success of a debris removal operation within the county.

Temporary Debris Storage & Reduction Site Report for Montgomery County, Texas

Publsihed in 2008, this report is a comprehensive survey of potential Temporary Debris Storage and Reduction Sites (TDSRS) in Montgomery County. The report identifies logistically effective locations throughout the county to serve as TDSRS in the event of a major debris generating event.

The Effect of Disaster Debris on Landfills Report
Regional Storm Debris Managment Assessment

Published in 2003, the report identifies the framework and resources needed to support the development of coordinated Debris Management Plans for either counties or cities.

Regional Storm Debris Management Assessment (Updated 2011)

The purpose of the 2011 RSDMA update is to reassess the preparedness of local governments within the region and review the impact H-GAC resources and programs have had in assisting the region with debris management planning. This report documents the evaluation of the region's preparedness level for a category 4 hurricane. The report quantifies the effects of the storm and makes recommendations for each community. Appendices contain useful sample documents for pre-positioned contracts.

Strategic Guide to Debris Management

Published in 2009, this guide will help communities implement successful debris management plans. This guide, a “tool box,” contains nine sections to help develop a debris management strategy.
