The primary problems that will be addressed with the Traffic Management Center are traffic congestion along Eagle Drive, incident management and expected population growth. The high traffic congestion occurs along Eagle Drive, SH 146 and FM 3360 during the morning and evening peak hours.
Along Eagle Drive to the east the major traffic generator is the Barbers Hill ISD school complex. Barbers Hill High School is located east of Eagle Drive, between Perry Avenue and Wilburn Ranch Drive. Barbers Hill Middle School and Kindergarten Center are located east od Eagle Drive, between Perry Avenue and Lakes of Champions Boulevard. Based on the data provided by the city of Mont Belvieu Police Department, there were 215 incidents along Eagle Drive within a four-year period (2014-1018).
Most of the residents of the city of Mont Belvieu are employed in the industrial developments along SH 146. The major traffic generators are the residents that commute to/from their work place.
The city of Mont Belvieu predicts that the City total population is expected to grow from 6,500 persons to 30,115 persons by 2035. As the number of vehicles on the road increases, combined with natural disasters and air quality policies, a Traffic Management Center that connects ITS infrastructure that monitors traffic conditions, can be used to increase mobility, increase safety and reduced environmental impacts.
A Traffic Management Center (TMC) will improve traffic incident detection, response, and clearance times, communication among agencies, and allow for better on-site management of incidents. It will improve coordination to the actual response to scenes and the monitoring of impacts of incidents. The city’s traffic management center (TMC) would be built at the City Hall’s building in the city of Mont Belvieu.
The TMC will have the ability to monitor the six existing traffic signals maintained by the City of Mont Belvieu. The TMC will also monitor 10 additional future signals and will connect to the proposed ITS equipment to help monitor the traffic signals. This technology includes fiber optic, CCTV cameras, dynamic message signs and loop detector sensors.
The CCTV cameras would be installed at several traffic signal locations to analyze real-time traffic conditions, which will be useful when managing emerging situations such as a traffic incident or for traffic management on special events. The residents of the city of Mont Belvieu would be able to access real-time traffic conditions with a “Real-Time Traffic Map”
The dynamic message signs (DMS) will provide drivers with real-time alerts. The TMC operation staff will alert drivers about upcoming delays, incident reports, travel times, construction work, safety messages and special events. The TMC in conjunction with the DMS signs can help optimize traffic conditions and help drivers get to where they need to go safer, and more efficiently.
Loop detector sensors are essential to the TMC since the sensors will continuously monitor traffic flow (speed, occupancy, and/or volume). The sensors process traffic volumes that help determine the best signal timing plan that matches the current volumes. If a new timing plan is needed, the system communicates to the traffic signals and switches to a plan that provides adequate green time along the roadway corridor.

The synchronization of traffic signal would allow the city of Mont Belvieu to alert their residents with a real-time traffic alert for any upcoming delays, construction work, travel times and special events.

It is critical that this project is implemented before the reconstruction of the IH 10 at Eagle Drive interchange, which is anticipated to begin in 2021. During this period, the interchange will be closed and east-west connectivity will be critical to provide drivers an alternative to reconnect with Eagle Drive, as approximately half of the student population resides south of IH 10. The school complex for this area is located north of IH 10 along Eagle Drive and the rerouting of traffic to existing facilities will add approximately 20 minutes each way for travelers heading south of IH 10.

The year 2018, 2025 and 2045 volumes were modified taken from the H-GAC projection models, based on traffic counts taken in the area. Attached are the numbers used for the year 2018,2025 and 2045 volumes. The TMC consists of important ITS features including CCTV, DMS, Loop detection, fiber optic cable, and other helpful travel time data collection devices. A TMC will allow better connectivity and provide a real time information source for the local population.

The Traffic Management Center will include the traditional signal and device support, but it will also include the latest technology for Advanced Traffic Management System (ATMS) including transit priority integration, congestion management, and multiple protocol support. Management options include maps with aerials, event logging, user logging and data archiving/retrieval. It will include congestion management that can automatically initiate responses to congestion conditions or incidents.
The system will provide immediate updates on detector malfunctions, stuck pedestrian buttons, abnormal phase timing, congestion alerts, and more. And gain proactive control by automatically repositioning cameras when congestion thresholds are reached. Detection elements include congestion maps, incident detection, controller phase monitoring, detector malfunction monitoring, automatic controller database verification, and support for radar, video, and wireless devices.
